A government organization is working in the coming years on one integral environmental plan for the entire municipality. This will replace existing zoning plans and give substance to the further implementation of the Environmental Act (Omgevingswet). For this task, the organization is looking for an experienced Environmental Plan Project Leader who is responsible for the substantive and process-oriented management of the project.
The project leader ensures an integral approach, connects the different disciplines within the organization, and ensures administrative decision-making and a manageable, publishable environmental plan. The goal of the assignment is the independent realization of the project-based development of the municipal environmental plan.
The assignment concerns the delivery of specialized project direction and project results focused on the development of the environmental plan and not the fulfillment of a structural position within the municipal organization.
What you will do.
- Lead the project management for the development of the municipal environmental plan
- Draft and execute a plan of approach, planning
- Set up, coordinate, and manage the project organization
- Monitor planning, quality, progress, risks, and integral coherence
- Advise management, the college of mayor and aldermen, and the municipal council on progress and substantive choices
- Draft administrative decision-making documents
- Safeguard the substantive quality and integrality of the environmental plan
- Coordinate the coherence between policy, regulations, area developments, and the instruments of the Environmental Act
- Translate substantive choices to the Digital Environmental Act System (DSO)
- Ensure a publishable and manageable environmental plan
- Connect and manage internal disciplines and external stakeholders
- Act as the primary point of contact for involved parties
- Represent the organization in regional consultations, including the SPRONG trajectory
- Organize and guide participation processes with residents, entrepreneurs, and social organizations
- Deliver a plan of approach, including planning, phasing, and risk management for the development of the environmental plan
- Elaborate and deliver project documentation for the integral development of the environmental plan
- Coordinate the substantive alignment between policy, regulations, area developments, and the instruments of the Environmental Act
- Deliver substantiated advice and decision-making documents for administrative decision-making
- Develop an approach for translating substantive choices to the Digital Environmental Act System (DSO)
- Deliver proposals and advice that contribute to a manageable, executable, and publishable environmental plan
- Organize and guide coordination processes with internal and external stakeholders for the realization of the environmental plan
- Deliver progress reports, risk analyses, and control measures during the assignment period
Profile
The Environmental Plan Project Leader carries out the assignment independently based on their own expertise and professional responsibility. The contractor determines their own working method, work schedule, planning, and resources needed to achieve the agreed-upon results. The contractor is not part of the line organization and does not replace a manager or regular employee. The client issues the assignment and only assesses the agreed-upon results, quality, progress, and delivery moments.
There is no hierarchical management of the daily execution of the work. Alignment with administrators, employees, collaboration partners, and other stakeholders takes place based on the content of the assignment and not on a relationship of authority. The contractor is responsible for their own input, planning, resources, and organization of the work. The contractor independently determines how these results are achieved.

- Demonstrably completed education at a minimum of HBO bachelor level
- Minimum of 5 years of demonstrable work experience as a project leader, program manager, or coordinator within the spatial domain at a government organization
- Demonstrable knowledge of the following laws and regulations: the Environmental Act (Omgevingswet) and the environmental plan instrument. The work experience must explicitly state where this knowledge was gained and applied
- Demonstrable work experience with administrative decision-making within a municipal organization
