A public water board needs to replace its internal alerting semaphony system because the technology is being phased out by a supplier by 2028. The replacement process must be completed by 2028, with a preference for the implementation of a new system to be ready by Q4 2027. The organization wishes to start the replacement process in 2026 and is seeking an external advisor to guide the first phase.
This requires an experienced and subject-matter expert project leader who can pragmatically facilitate the organization based on knowledge and experience with such projects. It is urgent that this process starts quickly, as no internal capacity is currently available. As a project leader, you will be responsible for a completed exploration phase, after which the acquisition can be initiated for the replacement within a well-aligned process with a clear and feasible overall plan.
The project leader's task is to involve the various internal stakeholders in the exploration phase so that a supported decision document can be presented. The management and budget for the current alerting provisions are currently allocated to different departments; it is anticipated that future management and budget will be centralized within one department. You will incorporate this into the exploration and decision-making.
Starting quickly and pragmatically with inventory is necessary to gain insight into where problems exist and where extra focus is needed, and where opportunities lie for the replacement. The assignment is successfully completed when the exploration phase is finished and the PSA, decision-making, cost estimation, and procurement strategy have been delivered and discussed at the client level.
What you will do.
- Ensure the preparation of a Project Start Architecture for the replacement.
- Analyze and determine the current use of the semaphony system within scope (the as-is situation).
- Explore and weigh alternative solutions.
- Propose the solution direction (the to-be situation).
- Prepare a decision document that can be submitted for approval to the client, CIO, and MT.
- Establish an estimate required for the spring budget note.
- Develop a procurement strategy in preparation for a tender in collaboration with the procurement department.

You are an experienced project leader who can translate complex replacement projects into concrete and actionable steps. You bring structure, create overview, and ensure that involved stakeholders are timely included in choices and decision-making. You combine analytical ability with a pragmatic approach. You know how to distinguish main from side issues and quickly arrive at supported advice without introducing unnecessary complexity.
In doing so, you do not lose sight of the interests of the various departments and users. You possess excellent communication skills and know how to connect managers and subject matter specialists. You are results-oriented, take initiative, and are able to independently guide the exploration phase of the project. Achieving supported advice, a clear future vision, and a feasible implementation route are self-evident starting points for you.

Practical
Project steering and decision-making guidance come from an internal department, where the Policy and Direction team leader serves as your mandated internal client contact. However, you will work for and with representatives from various internal departments. An internal project architect is available for PSA execution, and there is sufficient internal expertise for formulating user requirements and wishes.
Your internal client ensures that the necessary internal expertise and user participation are provided for the process.
