Debt Counselor
You are an all-round debt counselor with extensive and recent experience in the intake phase and debt settlement within debt assistance. The activities consist of a combination of counter services at a Financial Helpdesk and carrying out debt settlements. The Financial Helpdesk is the first point of contact for residents with financial concerns and for applications for debt assistance.
Residents can go there free of charge and with low thresholds for advice and support on questions about money, allowances, schemes, and debts. You will work an average of 2 to 3 half-days per week at the Financial Helpdesk. The rest of the time, you will be engaged in carrying out debt settlements. The activities are embedded in the organization of a government organization and/or are also (partially or entirely) performed by employees working for the organization.
You participate in regular work meetings and report to the supervisor. Work is done in a team context.
What you will do.
- Conduct advisory and registration interviews
- Determine whether there is a problematic debt situation
- Map the resident's spending and debt patterns and identify possible problems and causes
- Investigate eligibility for national and local provisions
- Stabilize residents' financial situations
- Implement the intake phase and debt settlements
- Draft and send decisions through official decrees
- Prepare action plans and reports
- Arrange internal registration and coordination regarding budget management
- Draft requests for a forced agreement and the WSNP (Debt Restructuring Act for Natural Persons)
- Attend court hearings in the context of a forced agreement or WSNP
- Apply crisis intervention, for example, in the event of a threatened home eviction or disconnection of water or energy
- Refer to other instances when necessary, such as social work, and monitor the further process
- Calculate the Free Amount to be Retained (VTLB)
- Handle files of residents affected by the allowance affair and for whom debt assistance needs to be initiated
- Coordinate with the team responsible for broad support to victims of the allowance affair, to ensure good alignment of support
- Implement the additional debt assistance offer for young people in the context of the allowance recovery operation
Profile
You are familiar with motivational interviewing techniques and use them to promote the resident's self-reliance. You have a customer-oriented attitude, are flexible, and focused on collaboration. You can quickly switch between different activities and are willing to step in where necessary, for example, during holidays, illness, or changing priorities within the team. You quickly master our working methods and are able to independently manage a caseload.
You possess the right motivation and creativity to achieve good results. Quality is of paramount importance to you, and you think in terms of opportunities and possibilities to further improve service delivery and working methods.
