Program Driver for Business Park Sustainability

The Business Park Sustainability Program (PVB) is part of the Energy Transition program of a government organization and focuses on making business parks future-proof. The goal is to support entrepreneurs in collectively making their sites and operations more sustainable, thereby saving energy and reducing CO₂ emissions. The program aims to strengthen collaboration and the organizational capacity within business parks as a basis for sustainability.

From this collaboration, challenges such as energy consumption, sustainable energy generation, grid congestion, climate adaptation, and circular economy are addressed. The government organization collaborates with municipalities, entrepreneurs, and other partners.

What you will do.

• Collaborate with involved municipalities, local entrepreneurs, and other stakeholders to strengthen the organizational capacity and promote sustainability in selected business parks.
• Bring parties together and ensure an appropriate collaboration structure as a basis for joint sustainability initiatives.
• Build relationships with entrepreneurs, entrepreneurial collectives, and involved municipalities.
• Explore the most suitable sustainability challenges to address and offer support in setting priorities.
• Guide the process to achieve a suitable organizational form and help establish and strengthen it.
• Guide and advise the (to be formed) collaborative partnership in identifying opportunities, wishes, and priorities for joint sustainability projects (e.g., making energy consumption transparent, energy-saving measures, generation and storage possibilities, and sustainable mobility issues).
• Responsible for contacting the right colleagues at the municipalities and/or the government organization regarding measures for climate adaptation, waste management, or greening.
• Investigate interest in an energy hub in relation to grid congestion and connect entrepreneurs, municipalities, and relevant provincial colleagues to explore this further.
• Support the drafting of initial (concept) project plans for the main sustainability challenges.
• Assist in developing an action plan with goals, stakeholders, necessary resources, planning, and phasing.
• Explore financing possibilities, such as subsidies and funds, and establish connections with relevant partners and initiatives.
• Participate in progress meetings and knowledge-sharing sessions and report on efforts.
• Contribute to knowledge sharing within the network of program drivers.

Deliverables.

• At least one (concept) action plan per selected business park for the desired organizational form for the desired sustainability task, prepared in collaboration with the involved municipalities and representatives of entrepreneurs' associations on the business parks.
• At least one (concept) project plan per selected business park for prioritized sustainability tasks, prepared in collaboration with the involved municipalities and representatives of entrepreneurs' associations on the business parks.
• Semi-annual submission of progress data via a monitoring platform, including achieved results.

What they ask

• Minimum 3 years of demonstrable work experience in initiating and realizing integrated sustainable projects for companies (in business parks) in the past 5 years.
• Minimum 3 years of demonstrable work experience in setting up, organizing, and guiding collaboration between companies (in business parks) in the past 5 years.
• Maximum hourly rate of €100 excluding VAT, including commuting expenses, work-related travel expenses, and parking costs.

Preferences.

• Demonstrable completed education at a minimum of HBO bachelor level.
• Minimum 3 years of demonstrable work experience collaborating on sustainability themes in public-private partnerships between government and entrepreneurs in the past 10 years.
• Minimum 3 years of demonstrable work experience in initiating, guiding, and realizing change processes or projects where entrepreneurs with diverse interests are brought together in the past 10 years.
• The candidate should briefly explain in the motivation letter, for each relevant network, in which municipality and/or organization the network is present, what the nature of this network is, and how this network has been actively maintained or utilized over the past two years.
