Program Manager Environmental Law

An experienced Program Manager is sought for a government organization in the South Holland region.

• The organization is working on the further implementation of important legislation.
• The challenges include creating more coherence between policy and implementation, promoting an integrated approach, and strengthening a proactive attitude.
• You will develop and realize a program with a strategic horizon towards 2032.

What you will do.

• Develop and ensure approval of an integrated program plan towards 2032.
• Strengthen the coherence between vision, programs, plan, and permit granting.
• Prepare an integrated multi-year plan, including the transition to a single environmental plan by 2032.
• Promote a proactive working method and integrated collaboration.
• Develop a collaboration and governance model for involved teams.
• Manage organizational development, knowledge sharing, and cultural change.
• Provide strategic advice to management, executive board, and administration on progress, risks, and administrative choices.

What they ask

• Completed education at minimum HBO bachelor level, preferably university level.
• Minimum 3 years of experience as a program or project manager.
• Demonstrable experience with the implementation of relevant legislation and associated instruments.
• Minimum 2 years of experience with organizational change, cultural change, or complex collaboration issues.
• Preferably, minimum 3 years of experience with change programs within the public physical domain.
• Experience with administrative advising and developing integrated collaboration and governance models.
• Strategic insight, administrative sensitivity, connecting leadership, and results-orientation.
