Within a governmental organization, there is a need for an experienced VTH Lawyer due to temporary capacity issues within the Permitting, Supervision, and Enforcement team. The lawyer will be immediately deployable on legal files within the physical domain and will support the team with legal issues, as well as actively contribute to the handling of complex cases.
What you do
- Legal advice on permits, supervision, and enforcement processes within the physical domain.
- Handling objection and appeal procedures in environmental law.
- Drafting and reviewing legal decisions, enforcement orders, preliminary notices, penalty payments, and administrative enforcement orders.
- Advising permit issuers, supervisors, policy officers, and management on the application of relevant laws and regulations.
- Representing the organization during hearings, objection committees, and procedures before the court and the Council of State.
- Assessing complex permit applications and enforcement requests from a legal perspective.
- Identifying developments in laws and regulations and translating them into the organization's practice.
Profile
- Experienced lawyer, immediately deployable on legal files within the physical domain.
- Acts as a sparring partner for colleagues within the VTH team.
- Identifies opportunities to further professionalize legal processes.
- Fulfills a connecting role between permitting, supervision, enforcement, and policy.

- Completed education at a minimum HBO bachelor level in a legal field.
- Minimum 3 years of demonstrable work experience in the past 8 years as a lawyer within the physical domain at a governmental organization.
- Demonstrable work experience with objection and appeal procedures within environmental law.
- Demonstrable work experience with legal advice in the field of permitting, supervision, and enforcement.
Preferences.
- Minimum 5 years of demonstrable work experience as a VTH lawyer within a governmental organization.
- Demonstrable work experience with complex enforcement files under the Environmental Act (Omgevingswet).
- Demonstrable work experience representing governmental organizations in objection, appeal, and higher appeal procedures.
- Demonstrable knowledge and work experience with the Environmental Act (Omgevingswet), General Administrative Law Act (Awb), and relevant VTH legislation.
- Demonstrable willingness to work at least 2 days a week in the office.
- Demonstrable work experience with process optimization and quality improvement within VTH processes.
