Specialist Contract Manager
A government organization is looking for a specialist contract manager. You will play a pivotal role in contract management with participating municipalities. The organization sees opportunities to relieve municipalities of the major challenges they face and is curious about your ideas.
The contractor will contribute to the integrated management of public spaces for participating municipalities, focusing on coherence between disciplines such as greenery, paving, sewerage, cultural engineering, and civil engineering.
What you will do.
- Responsible for annual adjustments of assignments and for the tactical translation, estimation, and planning of these assignments.
- Ensure a good relationship with the participating municipalities.
- Regularly engage with specialized civil servants about the operational and financial progress of assignments and associated work budgets.
- Provide transparent (budget) agreements and reports.
- Collaborate with work preparers, project managers, supervisors, financial advisors, outdoor service team leaders, and the relationship manager.
- Timely prepare (or have prepared) assignments and associated work budgets.
- Prepare (or have prepared) interim financial and operational progress reports.
- Monitor budget utilization and prepare financial and operational forecasts per assignment.
- Prepare and check/update assignments, including associated work budgets.
- Prepare reports, including financial and operational forecasts synchronized with the various P&C cycles.
- Prepare integrated management plans.
- Check various tender documents (RAW systematic UAV 2012 (version 2025)) and associated direct estimates.
- Advise on management, maintenance, and replacement.
- Assess design for manageability.
- Coordinate with internal and external stakeholders.

What they ask
- Completed education at a minimum of MBO+ level.
- Minimum of 5 years of demonstrable work experience with integrated public space management (IBOR).
- Minimum of 3 years of demonstrable work experience within a collaborative municipal organization (SGO) and/or municipality.
- Demonstrable work experience with integrated management (greenery and cleaning).
- Demonstrable work experience in the past 5 years with management systems such as IBIS and ArcGis.
Preferences.
- Minimum of 3 years of demonstrable work experience in the past 5 years in the role of specialist in integrated public space management (greenery and cleaning) with a financial background, at at least one medium-sized municipality or SGO of approximately 100,000 to 200,000 inhabitants.
- Demonstrable work experience in advising portfolio holders and policy (specialist) civil servants on public space regarding the preparation of assignments and associated work budgets.
- Demonstrable work experience in preparing (quarterly and annual) progress reports and operational and financial forecasts.
- Demonstrable work experience with RAW methodology and UAV 2012 (version 2025), National and European tenders.
