- The organization faces the task of reaching politically supported decisions regarding its future core tasks. The outcomes of this process will form the basis for decision-making towards the Framework Note and the Budget.
- The first phase of the process has already been completed, during which tasks were inventoried, legal and autonomous tasks distinguished, the influence on expenditures and revenues investigated, benchmark data collected, and a starting note prepared with principles, an assessment framework, rules of play, and a process proposal. The subsequent phase focuses on making administrative considerations and developing scenarios.
What you do
- Provide integral project management.
- Monitor planning, quality, progress, and risks.
- Act as a strategic advisor to the administrative client.
- Prepare administrative meetings and decision-making.
- Guide administrative discussions and deliberation processes.
- Lead the administrative project group.
- Maintain alignment with the portfolio holder, municipal secretary, and registry.
- Draft administrative decision-making documents.
- Report periodically on progress, risks, and points of attention.
- Further elaborate on the existing core task analysis, including legal obligations, policy freedom, societal effects, financial and personnel consequences, implementation and organizational risks, and opportunities for regional cooperation.
- Organize and facilitate workshops with the executive board, meetings with the council working group, administrative dialogue sessions, and joint sessions of the council, executive board, and organization.
- Develop at least three coherent future scenarios, including task retention, service level reduction, critical reconsideration of autonomous tasks, minimization of legal tasks, strengthening regional cooperation, reducing organizational vulnerability, leveraging economies of scale, financial effects, effects on residents, consequences for service delivery, effects on personnel and organization, risks, and consequences for affiliated parties.
- Describe the process followed, evaluation of scenarios, administrative conclusions, recommendations, and a proposal for integration into the planning and control cycle.

- You are responsible for preparation, organization, process guidance, and administrative support, ensuring a careful and transparent decision-making process.

- You are not subject to fixed management and supervision; only the results and progress are discussed.

- Minimum 5 years of demonstrable experience as a project leader or program manager within a municipal organization.
- Demonstrable experience with strategic organizational issues and core task discussions.
- Experience with administrative decision-making within municipalities.
- Demonstrable knowledge of municipal finance and the planning and control cycle.
- Extensive experience in guiding executive boards, municipal councils, and administrative organizations in complex deliberation processes.

Preferences.
- Demonstrable work experience in guiding decision-making processes involving both the municipal council and the executive board intensively.
- Demonstrable knowledge of municipal finance, budgeting processes, framework notes, and planning & control instruments.
- Demonstrable work experience in developing administrative scenarios and translating them into concrete action perspectives.
- Demonstrable work experience in guiding one or more core task discussions, reconsideration processes, or strategic future explorations within a municipality.
