A government organization develops, manages, and promotes the use of geo-information standards in the Netherlands. The assignment portfolio of this organization is constantly growing and expanding. More and more parts of the national government find this organization to be an expert and independent partner for the development, implementation, and management of standards and information models. The geo-base registrations play an important role in this.
These form a foundation for the location and properties of physical objects. Traditionally, this involves open data. In recent years, safety and resilience have become increasingly important. The need has grown not to disclose all physical objects to everyone: there is a need to be able to share closed (and also paid) data. This brings with it a new issue concerning identification and authorization on the one hand, and maintaining interoperability on the other.
For this, the establishment of a Dataspace, in line with the guidelines of Europe's Data Spaces Support Center (DSSC), is an appropriate solution. A program has now started, which must give substance to the further development of an existing information model.
What you will do. The project manager is responsible for the operational management of the program, under the client leadership of a ministry. Project management includes the following activities:
- Leading the phase 1 project team and employees. This team consists of employees from multiple organizations, such as ministries, government organizations, and technology companies.
- Realizing the deliverables in phase 1, such as an early proposition plus demo, a testbed plan, a first version of the RuleBook/Authority description, a community plan, a visual plus description.
- Preparing for program management. This consists of delivering a substantive program description. This is done in consultation with the client, architecture, a user representation, intended development partners, and intended users.
- Delivering a project plan for plateau 2 of this program, including a roadmap and cost calculation.
- Setting up and executing Benefit management that provides insight into the intended users and their main use cases (via the Use Case Canvas). This guides the testbeds to be carried out.
- Setting up and executing Stakeholder management and communication.
- Setting up and executing Risk and Issue management.
- Setting up and executing Quality management.
- Monitoring progress, agreements, and finances for the project, including reporting on finances to clients and stakeholders.
- Setting up and maintaining a program and project file.
- Reporting to the client, an advisory body, and the business advisory board.

Wishes.
- Possesses demonstrable knowledge of project and program management and is certified in MSP and/or PRINCE2.
- Possesses at least a completed HBO (higher professional education) degree in Informatics.

- Has a personal network with contacts in the energy sector, network operators, construction sector, Geo-ICT companies, water sector, and/or municipalities/provinces/water boards.
