HR is currently in a transition phase from HR advisor to HR business partner, parallel to a development trajectory for team leaders. HR plays an important role as a sparring partner for managers in their new role. Together with colleagues, you will shape and give content to the new HR business partner role. A more extensive ERP system is being prepared, for which processes, workflows, and standard documents are being revised.
The HR advisors/business partners contribute to this preparation from an organizational structure and culture perspective. A baseline measurement and a final report with associated advice are part of the assignment.
What you will do.
- Advise and support with complex personnel cases and HR issues
- Translate organizational policy into concrete action plans, personnel instruments
- Contribute to the preparation of a more extensive ERP system from an organizational structure and culture perspective
- Revise processes, workflows, and standard documents
- Perform a baseline measurement
- Deliver a final report with associated advice

- Demonstrably completed education at a minimum of HBO bachelor level
- Minimum of 5 years demonstrable work experience in the past 10 years as an HR advisor
- Minimum of 1 year demonstrable work experience within the HR field at a government organization
- Demonstrable work experience as an HR advisor with advising on (more complex) organizational issues
- Demonstrable work experience with developing and applying HR policy
Preferences.
- Demonstrably completed education at a minimum of HBO bachelor level in the direction of HR or Public Administration
- Demonstrable work experience as an HR advisor with advising on (more complex) organizational issues
- Demonstrable work experience with strategic and tactical HR policy within a government organization
- Demonstrable work experience in the past 3 years with AFAS
- Minimum of 6 years demonstrable work experience in the past 10 years as an HR advisor, of which at least 2 years within a government organization
