Procurement Officer
As a Procurement Officer at a government organization, you will clearly identify the actual needs of internal clients. You will then intelligently and carefully bring these needs to the market, advise on the purchasing approach, monitor applicable laws and regulations, and perform tactical purchasing activities within the established frameworks and procedures. You will develop into a specialist in tenders under existing framework agreements and in multiple private procedures.
You advise contract owners on appropriate strategies and meticulously follow the steps of specifying, selecting, and contracting. You gather internal and external information needed to sharpen the content and strategy. You work closely with the contract manager, internal client, and other project group members. You connect the involved parties, keep risks sharply in focus, inform the right people in a timely manner, and monitor the overall process.

- Draft tender documents
- Establish and monitor planning and timelines
- Guide evaluation sessions
- Provide formal communication with market parties
- Organize and conduct market explorations and market consultations
- Project-based management of the entire procurement process and involving the project team in every step

Profile
- Minimum of a completed HBO education, preferably in facility management, business administration, or a comparable field
- Specialized training, such as InkoopAcademie and/or NEVI 1, is a plus
- Minimum of two years of relevant work experience as a tender specialist or buyer, preferably within the public sector
- Experience with multiple private tenders and conducting mini-competitions is a plus
- Experience with Negometrix/Mercell and TenderNed is a plus
