Project Manager Urban Development

The employee will be deployed within the Urban Development team of a government organization and will work under the responsibility of the team manager, program manager, and/or administrative client. The activities will be carried out within existing municipal project structures, policy frameworks, and administrative decision-making processes.

Coordination will take place with internal project teams, administrators, portfolio holders, policy advisors, planning economists, lawyers, real estate advisors, and external stakeholders. You will participate in multidisciplinary project teams and be responsible for the coordination, preparation, guidance, and execution of activities within various area development projects.

What you will do.

  • Guide activities for feasibility analyses and plan elaborations.
  • Coordinate alignment between municipal disciplines, market parties, and other stakeholders.
  • Support the preparation, assessment, and recording of agreements between the organization and developing parties.
  • Guide activities related to spatial procedures and decision-making processes.
  • Coordinate and guide activities aimed at the further development of projects.
  • Maintain contacts with developers, advisors, and other stakeholders.
  • Contribute to the preparation of agreements and administrative decision-making.
  • Coordinate project activities within the municipal organization.
  • Guide studies and analyses regarding feasibility and alternative development scenarios.
  • Coordinate with internal project groups on the relationship between area development and municipal parking policy.
  • Support the preparation of agreements and decision-making.
  • Prepare and guide market consultations.
  • Perform activities for the preparation and execution of tender procedures.
  • Coordinate with project team members, tender specialists, and administrative stakeholders.
  • Guide activities around planning, contract formation, and further project development.
  • Coordinate internal and external project processes during the various project phases.

Profile

As a project manager, you will be part of multidisciplinary municipal project teams and work together with specialists, project support staff, program managers, team managers, and administrators. You will contribute your expertise to the implementation of the urban development tasks of the organization. The department consists of approximately 120 professionals working on the realization of the spatial and social ambitions.

Collaboration and management. During the assignment, the employee will be part of the organization and will work within the existing structure of the Urban Development department. Priorities, activities, and planning will be coordinated within the regular municipal work processes and project structures. The activities will be carried out in close collaboration with:

What they ask

  • Minimum of a completed HBO (higher professional education) degree in Architecture, Civil Engineering, Real Estate, or similar.
  • Minimum of 5 years of experience as a project manager in the development of residential locations, area development within an urban program, and the execution of land exploitations within a municipal organization, in the past 10 years.
  • Knowledge of working with exploitations and facilitating plans, land acquisition, guiding spatial planning processes and urban planning, and working in a politically sensitive environment and participation processes.
  • Demonstrably aware of recent developments in spatial planning, environmental law, nitrogen policy, energy management, etc.
  • Agreement with the stated secondment conditions.

Wishes.

  • More than 5 years of experience as a Project Manager for urban development projects.
  • In the past 5 years, demonstrable experience with:
  • advising aldermen, management, and/or the municipal council on strategic choices within area development projects.
  • independently drafting administrative decision-making documents, such as college proposals, council proposals, or administrative notes.
