A social organization offers an innovative approach for young people aged 18 to 27 whose development is hindered by debt. The approach has proven effective and aims to provide perspective to as many young people with problematic debts as possible. The organization stimulates national scaling of this approach, which is currently implemented in 50 municipalities and aims to scale up to 150 municipalities in the coming years.
The deployment of a project manager provides municipalities with a kickstart at the start of the project.
What you do
You support municipalities in their decision-making process and help them set up a good project. You provide short-term support in the final phase of decision-making and take the first steps towards starting up the project. The activities vary per municipality.
When supporting decision-making, you focus on:
- Creating the local business case
- Contracting local implementation partners
- Delivering an implementation plan
- Ensuring support at both administrative and executive levels
Once the decision has been made and the project is started, you will work on:
- Forming and preparing the team
- Organizing kick-off sessions with internal stakeholders and chain partners
- Ensuring good communication about the project to all stakeholders
- Transferring the project to the local project manager for further execution
- Afterwards, you will start with the next municipality
In addition to your role with municipalities, you are part of the team and:
- Bring in practical experiences
- Translate these into new support products to better assist municipalities
Activities. Exploration at municipalities:
- Mapping target group and potential implementation partners
- Delivering the local business case
- Organizing administrative and executive sessions; bringing together, informing
- Delivering the project plan
- Supporting the policy officer in the decision to be made, for example by collaborating on a council letter or college decision
Project Manager at municipalities:
- Assembling the implementation team (debt counselor and trajectory supervisor)
- Arranging access to the Toolkit, Community, Effect Monitor
- Kick-off session with the implementation team to discuss the approach and local context
- Periodic work sessions with the implementation team to align work agreements, task division, and work processes
- Initiating recruitment of young people
- Communicating to chain partners; making the project known in the local chain
- Organizing a kick-off session with chain partners to inform and familiarize them with the approach
- Temporarily managing the local team
- Ensuring that information about the approach is understandable, accessible
Behind the scenes:
- Improving support for decision-making and startup
- Supplementing the Toolkit with new support products for municipalities
- Further developing your own role as project manager
