Penitentiary Institutional Worker
This institution, a former TBS facility, consists of two parts. One part offers places for voluntary addiction care, the other has prison capacity for low-risk detainees, divided into three sections where cell doors may not be locked. For this newly established penitentiary institution, experienced and decisive institutional workers are sought. The goal is to create a safe, humane, and future-oriented detention environment, with a strong focus on self-reliance and autonomy.
The target group includes detainees in a special program who will be eligible for conditional release within six months. This is a three-year pilot project, focused on renewal and innovation, meaning that things may change or be adjusted along the way.
What you will do. As an institutional worker, you are responsible for safety and order within the complex. You ensure a structured and safe environment for detainees, while also stimulating their self-reliance. You supervise detainees in various parts of the institution, such as cell complexes and outdoor areas. You ensure that detainees behave responsibly and that incidents are identified and addressed in a timely manner.
Intervening or understanding, giving space or setting boundaries, these are choices you face daily. Interaction with self-reliant detainees focuses on respecting their autonomy. You create an environment where detainees can take significant responsibility for their own behavior and choices. This requires a supportive attitude where you guide detainees in their personal development while simultaneously overseeing their safety and that of others.
You recognize moments when detainees can function independently and encourage this, while also respecting their freedom and autonomy. The detainees you work with have diverse backgrounds and challenges. This requires a flexible and decisive approach in every situation. With a keen eye for safety and attention to behavior and signals, you actively contribute to their reintegration.
Your duties include:
- Monitoring the atmosphere in the department, being alert to tensions and disturbances of order.
- Conducting mentor interviews with detainees, guiding and supporting them in their personal trajectories.
- Checking the exercise yard and ensuring it is safe for use by detainees.
- Taking urine samples, remaining vigilant for abnormalities and potential safety risks.
- Performing administrative tasks, such as booking visitor appointments and maintaining files.

- Supervising detainees in cell complexes and outdoor areas, with a focus on promoting self-reliance.
- Reporting incidents and unusual situations and taking necessary measures.
- Performing regular checks and supervising compliance with house rules.
- Responding quickly and effectively to incidents, escalations, and safety risks, acting in a way that respects the autonomy of detainees.
- Supporting and collaborating with other departments, such as the medical service and external partners.
- Contributing to the implementation of the resocialization process by creating a safe environment for detainees, with an emphasis on promoting their self-reliance and autonomy.
Profile
- Demonstrable MBO 4 working and thinking level.
- Good physical and mental condition.
- Good communication skills in Dutch, both verbal and written, for example, for writing reports.
- Willingness to work irregular shifts and flexibility in working hours.
- Strong personality and ability to handle stressful situations well.
- Experience working with detainees, especially self-reliant detainees, and ability to handle challenging behaviors.
- Capable of proactively identifying risks and responding adequately, while respecting the autonomy of detainees.
- Enjoys working with people and helping them progress, even when they show resistance. Remains calm, sets clear boundaries, and acts with conviction.
- Ability to deal flexibly with changes and communicate them correctly.
Practical
You will be trained by an experienced colleague and will follow a generic and job-specific training course lasting a total of 7 weeks. These training courses take place full-time during working hours and at the organization's expense. Training and career development opportunities are available within the organization.
