For this complex task, an experienced legislative lawyer is sought who can independently take the lead, proactively advise, and act as an authority in a dynamic, inter-municipal force field.
What you do
- Drafting the Housing Ordinance and its accompanying explanations
- Advising administrators, solicited and unsolicited, on legal risks, strategy
- Chairing and leading core groups
- Taking an active, leading role in regional administrative core groups with participating municipalities
- Directing and guiding formal objection procedures for the ordinances from A to Z
- Proactively identifying legal risks and opportunities within projects
- Preparing council proposals and decision-making documents

- A fully-fledged and strong sparring partner at management and administrative level

- Smoothly switches between policy and practice, and offers administrators clear and substantiated legal advice
What they ask
- Minimum 4 years of experience as a (legislative) lawyer
- Minimum 3 years of experience within a municipal organization
- Political-administrative sensitivity and strong advisory skills
- In-depth knowledge of housing legislation and/or public housing
- Extensive and demonstrable experience as a legislative lawyer, specifically with the actual drafting of ordinances
- A completed university-level legal education (preferably Constitutional and Administrative Law)
Preferences.
- Affinity for the theme of housing
- Experience with setting up "waterproof" urgency regulations
- Knowledge of the Housing Act 2014 and the draft law strengthening the regulation of public housing
- Creating support among housing corporations
- Experience with regional cooperation and dossiers requiring coordination between multiple municipalities
- Experience with inter-municipal decision-making
