- Develops and advises on purchasing strategies and translates organizational objectives and needs into a suitable, future-oriented approach.
- Manages complex purchasing and tender processes, from strategy and preparation to contracting and implementation.
- Analyzes market developments, suppliers, and risks, translating these into opportunities, innovative insights, and substantiated advice for the organization.
- Conducts negotiations and convincingly represents the commercial and organizational interests of the organization.
- Advises clients and management and prepares decision-making on strategic and complex purchasing issues.
- Connects various interests and disciplines and creates support for a joint, feasible purchasing approach.
- Actively contributes to the development of the purchasing profession by sharing knowledge, guiding colleagues, and initiating improvements in processes and working methods.

- Demonstrable university-level work and thinking ability.
- NEVI 2/NEVI PEP (strategic) or a comparable purchasing qualification.
- Extensive experience with independently executing and managing complex purchasing and tender processes.
- Experience with developing purchasing strategies and advising clients.
- Demonstrable experience with negotiation, contracting, and contract management.
- Good insight into market developments, suppliers, and commercial interests.
- Ability to carefully weigh different interests and translate them into clear, convincing, and substantiated advice.
- Experience within a government or other complex, administrative organization is a plus.
- Good command of both Dutch and English, verbally and in writing.
