Housing Program Manager

Preparing, coordinating, and guiding the process that leads to politically supported decision-making and the realization of future-proof housing for a government organization within a regional collaboration.

• The assignment encompasses both strategic reorientation and the operational realization phase.
• The task is approached integrally: organizationally, logistically, spatially, financially, fiscally, and administratively.
• Scenarios are realistically elaborated and calibrated against pre-agreed criteria.
• The process is structured step-by-step: from orientation to decision-making, from decision to implementation.
• Implementation will be carried out in accordance with relevant laws and regulations, including the Public Procurement Act 2012, the Environment and Planning Act (where applicable), and the associated internal procedures for decision-making and mandate.
• In the elaboration of the business case and realization phase, attention will be paid to the fiscal positioning of the regional collaboration or the executive organization, including VAT treatment, forms of ownership, and any legal separation of land and building rights.
• The project will operate with clear phase transitions (orientation – decision-making – implementation) with associated decision points.
• Management is based on GROTIK (money, risk, organization, time, information, quality).
• In the implementation phase, a project structure will be set up in accordance with IPM or an equivalent project model, adapted to the scale of the task.

What you will do.

• Lead the integral process from orientation to decision-making and implementation.
• Develop and weigh scenarios and spatial positioning.
• Analyze organizational structure and required functions, leading to a well-founded, politically supported choice.
• Prepare an integral business case for the chosen variant, including cost estimation, phasing, space claim, and investment proposal.
• Establish the program of requirements and direct construction plan development.
• Conduct implementation consultations with planning and quality assurance.
• Lead the multidisciplinary project team within the regional collaboration.
• Ensure clear decision-making and accountability lines towards the Executive Board, General Board, and participating councils.
• Coordination and communication with involved municipalities, PHOs, employees, and, where necessary, resident groups.

What they ask

• Demonstrably completed HBO bachelor's degree.
• Minimum of 5 years of demonstrable work experience in the past 10 years within municipal area developments.
• Demonstrable work experience in the past 3 years with housing, development, and guidance of municipal area development.
• An additional education or course focused on project management, area development, and/or program management.

Preferences.

• Demonstrable work experience with stakeholder management, administrative advising, and steering within public spaces.
• Demonstrable work experience with securing decision-making, changing administrative relations, and increased risks within area development.
• Demonstrable work experience in the past 3 years within a government organization in a specific region.
• A demonstrable IPMA certification.
• Demonstrable work experience in the past 15 years within municipal area developments.
