Project Management Officer
The Project Management Officer (PMO) plays a role in realizing the change objectives of the management of a public organization. These change objectives are broadly related to the harmonization, development, and innovation of work processes and output results of the organization, a service center, and the organization's chain partners.
A new legislative framework, coming into effect in 2029, will have a major impact. It is important that education is developed in time, so that all colleagues are informed of the new rules. The training program concerns the retraining trajectory for 60,000 employees, adapting current curricula, and adjusting validated content in knowledge systems. To shape this task, a program has been set up within a public educational institution, which is part of the organization-wide program.
As PMO for this training program, you are the supporting factor within the team. You ensure that the program prepares to deliver its share in the execution of all tasks. You approach this project-based and identify the key issues that need to be addressed. You act as the organizational memory of the program. You monitor agreements made, decision-making, and their follow-up, and ensure that information and documentation are sustainably secured.
From this role, you look ahead, prepare recurring meetings, identify points of attention, and ensure timely follow-up. This rhythm enables you to monitor the integral coherence within the program, maintain an overview of ongoing actions and dependencies, and, in collaboration with the program manager, ensure that the right topics are addressed in a timely manner.
What you do
- Responsible for the connection between people, processes, planning, finances, and securing decision-making, ensuring the program functions as a whole
- Assists in drafting and monitoring plans and schedules, signals deviations, and prepares progress reports
- Sets up project administrations, maintains contact with the controller to monitor budgets and their expenditure, and guides procurement procedures
- Responsible for securing information, correspondence, and decision-making, ensuring traceability
- Prepares meetings and handles reporting in collaboration with the program manager and/or other stakeholders
- Monitors the follow-up of action points and organizes risk and issue management, playing a signaling role towards the program manager
- Manages communication from the project or program, as well as resource and stakeholder management
- Central point of contact for colleagues, assisting with appointments and organizing meetings
What they ask
- IPMA certification (IPMA-D or IPMA-PMO)
- HBO diploma or demonstrable HBO work and thinking level
- Minimum four years of experience as a PMO in large-scale (ICT) projects
- Demonstrable experience with project-based work in large organizations (> 1000 employees)
- Experience with reporting, planning, risk management, and stakeholder management
- Experience with Prince2 and Agile working and the Scrum methodology
Preferences.
- Work experience with (semi-)government is a plus
