Environmental Law Case Manager

South HollandHybrid36 hours/week3-6months

The Permits, Supervision, and Safety department within a government organization is in a phase where the continuity, quality, and lead times of permit issuance need to be further secured, while the implementation of the Environmental Law (Omgevingswet) is deepened. The organization is clearly in a transition phase where the environmental vision will be established, environmental programs developed, and the environmental plan drafted in the coming years.

All of this occurs within existing capacity, where not all permanent positions are filled and senior expertise is not sufficiently embedded. Additionally, a significant number of dossiers are complex and require administrative attention, necessitating temporary reinforcement with an experienced senior Environmental Law case manager.

The senior case manager will, in addition to handling these dossiers, contribute to streamlining work processes, improving work agreements, and strengthening professional collaboration within the team and with internal and external partners. The senior case manager also makes an active contribution to further embedding the Environmental Law in daily practice and connecting policy (vision and programs) with execution (permit issuance).

What you will do.

  • Assess and process permit applications, notifications, and preliminary consultations under the Environmental Law
  • Serve as the primary point of contact for internal stakeholders and external parties (applicants and initiators)
  • Monitor the progress of dossiers, including safeguarding legal and administrative deadlines, and advise on next steps in case of bottlenecks
  • Identify bottlenecks in implementation and propose concrete improvements aimed at more efficient work processes and consistent work agreements
  • Provide substantive coaching and advice to fellow case managers on complex or sensitive dossiers
  • Coordinate and align with legal professionals on objection and appeal procedures and other legal issues related to permit matters
  • Provide capacity from the case manager team for drafting and improving work processes within the team
  • Provide substantive capacity from permit issuance for drafting and further developing the environmental vision, environmental programs, and environmental plan
  • Participate in regular work meetings
  • Report to the client or a supervisor
  • Help further embed the Environmental Law in daily practice and connect policy with the execution of permit issuance
