Are you an experienced Project Control Manager who knows how to bring direction and structure to complex project information and engage teams in a practical, supported working method? For a leading, large-scale project within infrastructure and energy transition, we are looking for a strategic and pragmatic Project Control Manager.
In this role, you will be responsible for implementing, steering, and setting up a workable approach for project control and Systems Engineering (SE), fully aligned with the current project phase. You will ensure that project control becomes a valuable and integral part of daily project work.
What you will do. As Project Control Manager, you will bring grip, direction, overview, and demonstrability to the project. Your main tasks and responsibilities:
- Requirements Structure & Management: Integrally bringing together and managing requirements from contracts, project and design documents, relevant standards, stakeholder, and asset owner needs into a controlled requirements structure.
- Traceability & Assurance: Setting up and monitoring full traceability: from need -> requirement -> function -> object -> design -> verification method -> evidence -> acceptance.
- Configuration Management: Setting up and managing an an integrated process to integrally assess the impact of changes in requirements, design, interfaces, scope, and documentation.
- Demonstrability & Quality: Connecting V&V, QA/QC, ITPs (Inspection & Test Plans), inspections, tests, and delivery files with the underlying requirements and design principles.
- Working towards Transfer: Supporting and guiding the project team to demonstrably work towards commissioning, MECO/TECO, Gate 4, RFO, and the definitive transfer.
- Information Management & Tooling: Ensuring strict agreements around information and version management, statuses, ownership, and a Single Source of Truth.
- Change & Coaching: Guiding and supporting project team members in the new working method with a practical, hands-on mentality.
Concrete Deliverables.
- An operational, pragmatic, and implemented approach for project control and Systems Engineering tailored to the current project phase.
- An established and controlled requirements and configuration structure with full traceability.
- Seamless assurance of V&V, QA/QC, and test processes towards commissioning and transfer.
- Clear agreements on data management, ownership, and tooling (a requirements management tool).
- An enthusiastic and well-managed project team that effectively applies the control methodology.
Profile
You are a highly experienced professional with a strong combination of technical affinity, process power, analytical ability, and change management insight. You are not afraid to step into an ongoing project where not all preconditions have been met in advance, and you know how to get people on board with change.

- Education: HBO or university level of work and thinking (preferably in Technology, Systems Engineering, Project Control, Information Management, or Construction Management).
- Experience: Demonstrable experience as Project Control Manager or Senior SE Specialist within complex infrastructural, energy, EPC(M), or UAV-GC projects.
- Knowledge: Thorough experience with requirements management, configuration management, traceability, and V&V.
- Tooling: Familiarity with a requirements management tool is a strong plus.
- Quality Awareness: Understanding of QA/QC, ITPs, commissioning, and delivery files from the perspective of demonstrability.
- Competencies:
- Pragmatic and results-oriented attitude (providing structure without unnecessary bureaucracy).
- Strong connecting and communicative skills; a full-fledged discussion partner for project management, technology, contract management, and asset management.
- Excellent command of Dutch and English (oral and written).
