Stakeholder & Community Manager

The program focuses on the development and scaling of generative AI applications within European governments and is implemented in collaboration with various European countries. A public organization plays a coordinating role within the program and manages the Dutch project organization, also coordinating international program accountability towards the European Union. Another public organization supports by providing temporary professionals.

The professional carries out the assignment in consultation with the program manager, who monitors alignment with program objectives and deliverables. The stakeholder & community manager coordinates progress with the program manager and contributes to the realization of program objectives within the agreed frameworks of time, budget, quality, and scope.

What you will do.

  • Create and manage the list of all (international) stakeholders per country.
  • Manage the list of suitable events per participating country for presenting/profiling the program.
  • Provide information to stakeholders regarding events and track their participation.
  • Manage input for various stakeholder meetings and their planning.
  • Develop a plan for and set up community management together with the work package leader/program management.
  • Conduct outreach to and maintain collaboration with other European programs and coordination.
  • Connect with relevant European initiatives and analyze ongoing and upcoming investments in the EU ecosystem.
  • Advise program management on how and when to integrate these insights within the program.
  • Participate in various consultation bodies related to the program.
  • Deliver products and advice that support program management.
  • Convey feedback from stakeholders to the program team.
  • Coordinate with representatives of public organizations and other involved organizations.
  • Substantively contribute to the development of external relations instruments (workshops, road shows, webinars, support products).
  • Work independently and organize tasks based on agreed results.

  • The role is performed within a complex international environment where governments, implementing organizations, knowledge institutions, and market parties collaborate.
  • The approach, progress, and partial results are periodically assessed by the client, in consultation with program management.
  • The professional works independently and organizes their work based on the agreed results.
  • Assessment is based on timely and qualitative delivery of agreed deliverables/partial results and effective collaboration with international partners and stakeholders.
  • Experience participating in programs where many stakeholders actively contribute to the development of the intended goals.

  • Specialist knowledge and experience in European governance within complex European programs and collaborations, involving multiple governments, knowledge institutions, implementing organizations, and market parties.
  • Specialist knowledge and experience in European subsidy programs and international consortia, including governance structures, reporting obligations, deliverables, milestone monitoring, compliance, and subsidy accountability towards European program organizations.
  • Specialist knowledge and experience in stakeholder and consortium management in international and administrative environments with diverse interests, decision-making structures, and accountability lines.
  • Ability to make transparent and monitor coherence and dependencies with and between stakeholders and external partners to support effective program implementation.

Wishes.

  • Relevant and demonstrable experience with the coordination of EU programs or European innovation programs.
  • Demonstrable experience with stakeholder and community management within the public sector in Europe.
  • Familiarity with AI policy and developments in the Netherlands and the EU, including AI Act, generative AI, digital sovereignty, and European data ecosystems.
  • Relevant experience with multidisciplinary collaboration in international programs with multiple governments and partners.
