Project Leader Reception Locations

Responsible for the daily management and implementation of the field of accommodation and reception of newcomers within a municipal organization.

• Organizationally embedded within the municipal organization and working closely with various internal disciplines, teams, and officials.
• Part of the Enforcement, Administration, and Integration team and reports to the Newcomers program manager.
• Coordinating and substantively guiding role for the reception locations.
• Structural alignment with the Newcomers program manager, location coordinators, and various municipal disciplines, including procurement, finance, and technical advice.
• Responsible for the connection between policy, implementation, operational management, and administrative decision-making regarding the reception locations.

What you will do.

• Substantive implementation of activities and daily operations within the six municipal reception locations for Ukrainian refugees, status holders, and urgent housing seekers.
• Developing, implementing, and monitoring municipal policy within the field of Ukrainian accommodation, including the reception locations.
• Substantive client ownership towards the location coordinators and involved municipal advisors in technical, financial, and procurement areas.
• Organizing and chairing the structural consultation with location coordinators and coordinating cross-location topics.
• Internal alignment with involved municipal teams and disciplines regarding the exploitation, development, and furnishing of the reception locations.
• Procurement of services and and resources for the reception locations and account management towards the suppliers and service providers involved.
• Preparation and realization of new reception locations, transformation of existing locations, and, if applicable, the decommissioning of locations.
• Representing the organization and providing municipal input in the regional project leader consultation.
• Drafting and internally coordinating college proposals and administrative memos within one's own area of expertise.
• Developing strategic multi-year implementation policy for the accommodation of Ukrainian refugees, both during the RTB and during the transition period after its termination.
• Managing municipal reception budgets from the role of budget manager.
• Providing substantive and financial contributions to the municipal P&C cycle.

What they ask

• Minimum 2 years of demonstrable work experience as a project leader within the social domain of a public institution.
• Demonstrable work experience in the past 6 years with financial management, procurement, and financial accountability, including the P&C cycle.
• Demonstrable work experience as a project leader in the field of reception of Ukrainian refugees, status holders, and urgent housing seekers.
• Candidate agrees to the stated secondment conditions.

Preferences.

• Demonstrable completed education at a minimum of WO bachelor level.
• Minimum 1 year of demonstrable work experience as a project leader at a municipality in the field of reception of Ukrainian refugees, status holders, and urgent housing seekers.
• Minimum 1 year of demonstrable work experience with the establishment of new reception locations, the transformation of locations, and, if necessary, the decommissioning of reception locations.
• Minimum 2 years of demonstrable work experience with the coordination, management, and/or operational management of reception locations for refugees, status holders, asylum seekers, and/or other newcomers.
• Demonstrable work experience as a project leader within the social domain of a municipality.
