Project Leader Neighborhood Implementation Plan

Within a government organization, work is being done on the energy transition with an Energy Program. The program consists of four program lines: large-scale generation, heat transition, energy system of the future, and internal task. To put residents at the center of our task, we work from a central access point for climate management. This is a local collaboration in which the organization and its local partners bundle services to support residents in energy saving and home sustainability.

The connection between the district- and area-oriented heat transition and the activities within the access point is of great importance. For a specific district, there is a unique opportunity to shape the heat transition in an area-oriented manner. For this assignment, an experienced Project Leader Neighborhood Implementation Plan is sought who can connect strategy and implementation. The organization is working on a future-proof heat supply for the district as a follow-up to an Environmental Heat Program.

The district has a unique starting position because various developments converge. In addition to the sustainability of the existing built environment and various new construction developments, a government agency is working on the sustainability of its real estate and activities.

In addition, various studies and initiatives are underway in the field of sustainable heat, including a soil energy plan, a feasibility study into collective heat solutions, and an exploration of the role of a grid operator within the future energy infrastructure. The challenge is to connect these developments and interests and translate them into an integrated and implementable neighborhood implementation plan.

The various possibilities for the future heat supply of the district are investigated and weighed, with a strong focus on opportunities for collaboration and linking projects. Collaboration is also taking place with a local energy cooperative to explore what role the cooperative can play in the further development and implementation of the heat transition. The project leader is responsible for the realization of the implementation plan for the district.

The project leader brings together the various developments, interests, and stakeholders, prepares administrative decision-making, and develops a realistic route towards implementation. In doing so, the project leader forms the connecting link between policy, area development, participation, and implementation.

What you do

  • Directs the realization of the implementation plan for the district and monitors the coherence between content, process, planning, and administrative decision-making.
  • Investigates and substantiates the most suitable heat solution(s) for the district together with residents and other stakeholders.
  • Integrates the various area developments, sustainability of the existing built environment, new construction developments, and developments of a government agency into the plan.
  • Explores, together with a local energy cooperative, what role the cooperative can play in further development and implementation.
  • Ensures a good connection of the local district approach, the services from the central access point, and other relevant municipal environmental programs to the implementation plan.
  • Organizes and facilitates administrative, official, and social coordination with involved stakeholders.
  • Advises on governance, participation, implementation strategy, and the structure of the implementing organization.
  • Is responsible for the communication and participation of residents and other stakeholders, in accordance with the notification and motivation obligation from the Environmental Act.
  • Identifies opportunities, risks, and dependencies and translates these into concrete control measures and administrative advice.
  • Drafts administrative advice and decision-making documents.
  • Presents and explains the implementation plan to the college and council.
  • Processes administrative points of attention and decision-making into the final version of the implementation plan.

Profile

As a project leader, you are responsible for the realization of an integrated and implementable neighborhood implementation plan for the future heat supply of the district. You connect strategy and implementation and bring together developments, interests, and stakeholders towards administrative decision-making and implementation. You work closely with members of the heat team and various local stakeholders, including residents and the local energy cooperative.

You form the connecting link between policy, area development, participation, and implementation.

What they ask

  • Minimum 3 years of demonstrable work experience as a project leader within the heat transition.
  • Demonstrable work experience with drafting neighborhood implementation plans.

Preferences.

  • Minimum 3 years of demonstrable work experience with administrative advice and decision-making within a government organization.
  • Minimum 3 years of demonstrable work experience with complex area-oriented projects in which administrative coordination, stakeholder management, and participation played an important role.
  • Demonstrable experience collaborating with energy cooperatives and residents.
  • Demonstrable work experience with the elaboration of collective heat provisions.
  • Demonstrable work experience with establishing governance and collaboration between public, private, and social parties.
  • Demonstrable knowledge of relevant laws and regulations within the heat transition, including the Wgiw, Wcw, and Omgevingswet.
