Project Manager Contract Management
An executive organization falling under the responsibility of a ministry is the national vehicle approval authority and manages the basic vehicle registration. The main task is to enable safe and sustainable mobility as an independent administrative body. Core tasks include:
- Determining whether vehicles and vehicle components are allowed on the national and European market.
- Supervising recognized companies that inspect, test, or register vehicles.

- Carefully handling digital registers, ensuring good security, and determining access strictly in accordance with laws and regulations.
- Issuing necessary documents such as registration certificates, driving licenses, and MOT forms.

What you will do. As a project manager, you are responsible for making all remaining points from a large program transparent, completing them, or assigning them. You set up guidance for the follow-up and handling of these remaining points and ensure a successful transfer to the management organization. You support the Unit Manager and Contract Manager in collecting, analyzing, and settling remaining program topics.
You act as a strategic and tactical advisor and provide insight, overview, and progress on outstanding contractual and operational issues. You contribute to a careful safeguarding of agreements, responsibilities, and remaining points within the existing organization. Your activities include:
- Guiding the transition from the project program to the operational management organization.
- Inventorying, collecting, and analyzing outstanding actions, obligations, risks, and remaining points from the program.
- Ensuring a careful transfer of project results, agreements, and responsibilities to the line organization.
- Actively steering the follow-up, control, and handling of remaining project-related points.
- Advising the Unit Manager and Contract Manager on contractual, operational, and organizational issues arising from the project implementation.
- Monitoring the progress of the transfer and timely signaling bottlenecks and risks.
- Coordinating with internal and external stakeholders to achieve a successful transition to the management phase.

- Demonstrable work experience in project and contract management in an administrative or public environment and has successfully transferred complex implementation projects to an operational environment.
- Minimum 3 years of demonstrable work experience in stakeholder management at operational, tactical, and strategic levels.
- Minimum 3 years of demonstrable work experience as a project manager with contractual control, risk management, and governance.
- Demonstrable work experience as a project manager within complex programs, projects, or change processes.
- Minimum 2 years of demonstrable work experience as a project manager within a government, independent administrative body (ZBO), or other public executive organization.
- A demonstrably completed education at a minimum of HBO bachelor level.
- Candidate is willing to be physically present at the location in Groningen for at least 3 days a week.
- Candidate agrees to the stipulated secondment condition.

- Minimum 2 years of demonstrable work experience with coordination between various internal and external stakeholders within an administrative or politically sensitive environment.
- Minimum 3 years of demonstrable work experience with identifying, analyzing, monitoring, and handling risks, outstanding actions, and remaining points within complex projects or programs.
- Demonstrable experience within large-scale infrastructure, mobility, taxation, or implementation programs involving collaboration between public and private parties.
- Minimum 3 years of demonstrable work experience as a project manager within a government, independent administrative body (ZBO), or other public executive organization.
