For a government organization, an experienced project leader is sought for the European tender of Web Operations and content management systems. After awarding, the implementation and eventual migration will follow. The environment is expected to include six websites with one supplier and approximately twenty redirects. The basis and wishes for the program of requirements are known at the start.
The contractor will elaborate the complete program of requirements and finalize it in the first two weeks of December for publication. Subsequently, the contractor will bring together the tender, supplier selection, implementation, and eventual migration into one managed project, in collaboration with the Communication, Information Provision, Procurement, contract management departments, and other subject matter experts.
The contractor will organize the entire project process, monitor coherence, prepare decision-making, and guide involved parties towards the agreed results. The assignment concerns project leadership and process management.
What you will do.
- Familiarize yourself with wishes and the tender dossier and finalize the program of requirements.
- Determine with internal departments what is needed for publication and execution.
- Draw up a plan of approach, detailed planning, project governance, and escalation route.
- Guide publication up to and including evaluation, supplier selection, and contracting.
- Organize and monitor contributions, coordination, decision-making, and timely delivery.
- Maintain an up-to-date risk, issue, action, and decision log (RIAD).
- Translate the award into a manageable implementation and eventual migration project.
- Determine the implementation and migration plan with the supplier and specialists.
- Organize the deployment from internal departments and other stakeholders.
- Monitor planning, quality, dependencies, risks, acceptance criteria, and decision-making.
- Act as the central project-based point of contact for the supplier.
- Finalize implementation and eventual migration.
- Coordinate aftercare and remaining findings.
- Complete handover to the responsible management organization.
- Deliver handover dossier and final report.
- Formal project closure.
Profile

During implementation, the project leader is the central project-based point of contact for the supplier. The contractor independently plans activities and presence around meetings, milestones, and results.

- Minimum HBO (higher professional education) work and thinking level.
- Minimum five years of demonstrable experience as a project leader of complex ICT-digital projects.
- Demonstrable experience with guiding at least one European tender.
- Demonstrable experience with implementation or migration of WebOps, hosting, or CMS services.
- Demonstrable experience with a complex implementation or migration within a strict, contractual deadline.
- Willing and able to be present on-site for necessary meetings and project moments.
- Can substantiate experience with concrete reference assignments.
- Valid Certificate of Conduct (VOG) required.
- Agreement with the stated secondment condition.
