Agile Program Manager
This role is responsible for structuring, steering, and coordinating work aimed at digitizing and automating the back-end services of a public organization, and ensuring compliance with architectural and security standards. The individual orchestrates the work of a multidisciplinary team and interacts closely with the Strategy team and management, the PMO, and the various departments involved.
The focus is on increasing efficiency, interoperability, security, modularity, and automation of programs that support the organization's core business. The organization is a relatively small public institution characterized by highly committed teams. The role is structuring and accelerating, with a pragmatic approach.
What you will do.
- Coordinate and assign work to the team
- Capture, process, and structure unplanned work and BAU
- Provide content-level support to the team
- Resolve issues related to work orchestration among team members
- Represent the team during collaboration with other teams and alignment with PMO
- Prepare and facilitate the automation steering group
- Implement appropriate governance: rituals, reporting, risk monitoring, dependency management
- Ensure strategic alignment with the administrative contract and the strategic roadmap
- Coordinate stakeholders: team, Strategy team, PMO, department heads, other program managers
- Produce deliverables related to work progress

- Proven experience in program management in public or complex environments
- Experience with Agile collaboration models in medium or small organizations
- Competencies in people management in a non-hierarchical context
- Ability to quickly grasp context, subject matter, dependencies
- Expertise in multi-project steering, governance, reporting, and risk management
- Ability to coach and develop more junior profiles
- Knowledge of project management techniques (scoping, resource and budget planning, risk management, activity monitoring and coordination) and program management (defining expected benefits, structuring and prioritizing projects, managing interdependencies, strategic alignment, monitoring benefit achievement)
- Excellent organizational and communication skills (FR/NL required), ability to present results to the management team
- Ability to juggle conceptual tasks and concrete execution, pragmatism, and versatility to deliver tangible results
Practical
- Reports to the director
- Frequent interactions: general administrator and deputy general administrator, other program managers, PMO, department heads, Senior Users
- Mandatory participation in steering committees and program increments
