Secretary to the Head of Division

A diplomatic service of the European Union carries out the EU’s Common Foreign and Security Policy (CFSP) to promote peace, prosperity, security, and the interests of the EU across the globe. It brings together European civil servants, diplomats from EU Member States, national experts and local staff worldwide.

The organization supports the High Representative in the exercise of her mandate to steer the Union’s CFSP, including the Common Security and Defence Policy (CSDP), to represent the EU on issues relating to the CFSP and to chair the Foreign Affairs Council. Its Headquarters are also responsible for the management of the network of 145 Union Delegations and Offices worldwide.

A division is responsible for relations with various South American countries and sub-regional organizations. Together with the Commission services and other EU institutions, the aim is to shape good relations with these countries to our mutual benefit. The division ensures the supervision of, and the follow-up to existing bilateral agreements and the organisation of high-level political dialogues. The position of Secretary to the Head of this division is offered as a contract agent FGII.

What you do

  • Assist the Head of Division with administrative and logistic support functions and general calendar coordination (agenda, incoming calls).
  • Maintain regular contacts with various EU Delegations and Embassies, and with other services of the organization.
  • Provide support for the organisation of meetings: send invitations, book rooms, register visitors, request accreditation for high-level visitors and compile folders of working documents.
  • Monitor Division deadlines and assign incoming requests (briefings, letters, inter-service consultations, etc.).
  • Organise missions of the Head of Division (mission orders, statements of expenses, book travel and accommodation, etc.).
  • Support the Head of Division with the management of human resources (e.g. publication of vacancies, selection procedures) and welcoming of newcomers.
  • Ensure document management functions: register/filter/distribute incoming mail.
  • Act as back-up to the other Division Assistant.

  • Good knowledge of English and Spanish (orally and in writing).
  • Ability to quickly adapt to a new working environment.

  • Knowledge of external relations, internal policies and functioning of the Union.

What they ask

  • Have passed a valid EPSO CAST in a valid function group for this post, or be registered in the EPSO Permanent CAST in a valid function group for this post.
  • Have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three years.
  • Have the capacity to work in the languages of the CFSP and external relations (English and French) necessary for the performance of their duties.
  • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

Desired.

  • Knowledge of French.
  • Command of EU specialised IT tools and applications (ARES, Sysper2, e-brief, Decide, MIPS).
  • Experience of working in a team in a multi-disciplinary and multi-cultural environment.
  • Experience in working with or within EU institutions or Delegations, in a national diplomatic service, or in a multi-disciplinary and multi-cultural environment.
