Advisor, Migrant Worker Economy

• Advise and guide municipalities: Proactively and reactively advise municipalities and guide those in various phases of their next steps regarding the broad issues of work, housing, and economy.
• Connect networks and knowledge: Unlock and utilize the network around migrant workers and, from the focus area of economy, connect knowledge, experiences, and practical issues between municipalities, regions, and relevant partners.
• Process facilitation of regional cooperation: Provide a substantive contribution, based on economic expertise, to regional cooperation processes in the fields of housing, spatial planning, and economy.
• Product ownership of the Impact Report on new business activities: Be responsible for the management, implementation, positioning, and continuous development of the instrument, and translate practical experiences into improvements.
• Monitor and evaluate: Drive and monitor the progress, results, and effectiveness of municipal actions and regional partnerships.
• Strengthen awareness and administrative dialogue: Promote awareness regarding migrant workers and, from economic expertise, contribute to administrative discussions with municipalities, administrators, and relevant partners.
• Identify and translate bottlenecks: Maintain contacts with municipalities, regions, provinces, and national partners, identify policy and practical bottlenecks, and translate these into advice and courses of action.
• Knowledge sharing and development: Promote knowledge sharing among, with, and for municipalities by developing, implementing, and continuously developing applicable knowledge products, such as webinars, training, and workshops, with specific attention to economy and business activities.
• Independently manage: Take charge of your own substantive activities, align priorities within the support team, and actively contribute to the joint programming of support for municipalities and regions.

Results.

• Strengthened regional cooperation: Municipalities in the designated pilot region have been successfully guided in cooperation on housing, spatial planning, and economy, in close coordination with other advisors within the pilot region.
• A supported approach for regional cooperation: A developed and applied approach enables municipalities and the pilot region to collaborate purposefully on common issues in the fields of housing, spatial planning, and economy.
• A continuously developed Impact Report on new business activities: As product owner, practical experiences have been translated into proposals for the continuous development of the instrument, including insight into the preconditions municipalities need for successful application. In 2026, at least one updated version of the instrument has been published.
• Ensured implementation of knowledge products: Knowledge products have been successfully implemented within municipalities and the organization and are demonstrably applied in practice.
• Available and applicable knowledge: Knowledge products have been developed, implemented, and continuously developed based on practical experiences. Knowledge exchange between municipalities, regions, and relevant partners has been demonstrably strengthened.
• A strong connection between policy and implementation: There is a structural and constructive dialogue between municipalities, the organization, and the national government about new legislation, regulations, and policy developments. Signals, bottlenecks, and preconditions from municipal implementation practice have been incorporated, ensuring that national policy developments better align with implementation practice and the needs of municipalities.

• You work closely with fellow advisors from various disciplines.
• Through an integral approach, the support team bundles knowledge and expertise to adequately support municipalities and regions in their local and regional assignments.
• From your focus area of Economy, you work closely with the other advisors within the program.
• You bring in your expertise and actively gather knowledge from colleagues and partners to arrive at cross-domain, integral advice.
• You work independently and proactively and take responsibility for the progress and quality of your activities.

What they ask

• At least a completed hbo (higher professional education) degree in economics, public administration, business administration, spatial planning, or a comparable field.
• At least 3 years of demonstrable work experience, gained in the past 10 years as an advisor, policy advisor, or project manager within the public domain.
• At least 2 years of demonstrable experience with issues at the intersection of economy/business activities, spatial planning, and/or housing.
• At least 3 years of demonstrable work experience within or on behalf of municipalities, provinces, regional partnerships, or other public organizations.

Wishes.

• Demonstrable experience in advising municipalities and regions on economic developments, labor market developments, and/or the relationship with labor migration.
• Demonstrable experience in process facilitation and guiding regional cooperation processes between municipalities, provinces, social organizations, and/or businesses.
• Demonstrable experience with issues at the intersection of economy, housing, spatial planning, and/or labor migration.
• Demonstrable experience in developing, implementing, and continuously developing instruments, knowledge products, or policy support products.
• Demonstrable experience in advising municipalities, regions, or public organizations on issues within economy, labor market, spatial planning, or housing.
