Technical Advisor Tunnel Maintenance

A government organization faces a major maintenance task for its infrastructure, including barriers, locks, bridges, tunnels, and viaducts. These structures, built in the fifties and sixties, are due for renovation and replacement. This offers an opportunity to make the infrastructure safer, more sustainable, and digitally up-to-date. The Programs Projects and Maintenance (PPO) department realizes infrastructural projects.

The maintenance, preparation, execution, and aftercare of the replacement of tunnel technical installations (major variable maintenance) for tunnels in a specific region are carried out by a production line.

What you will do.

  • Make a significant contribution to the maintenance and renovation of tunnels within a cluster.
  • Focus on the preparation and execution of a new performance contract for a specific tunnel, fulfilling a connecting role between technology, management, and execution.
  • Contribute to the availability, safety, and reliability of vital infrastructure with expertise in electrical engineering or industrial automation and experience with Systems Engineering.
  • Approach complex technical issues integrally and translate them into sustainable solutions.
  • Be responsible for one or more tunnel objects together with a Coordinating Technical Advisor.
  • Continuously monitor and improve the technical condition, performance, and availability of the object.
  • Be the first point of contact for technical questions within your object(s).
  • Be part of an integrated project management team (IPM) and work together on a safe, reliable, and future-proof infrastructure.
  • Have a connecting and advisory role within the team and towards stakeholders.
  • Hold regular bilateral meetings with the Technical Manager to discuss progress, technical risks, maintenance issues, and improvement opportunities.
  • Actively contribute to the preparation, execution, and optimization of maintenance and renovation assignments.
  • Assess and advise on the preparation, tendering, and execution of contracts related to tunnels and their maintenance, including evaluating work packages.
  • Draft advisory products and memos regarding risks, progress, and quality of maintenance by contracted parties.
  • Advise on cost estimates, including assessing assumptions and investigating reliability.
  • Draft system and project specifications (VSE/VSP) for performance contracts.
  • Review documents for quality, identify risks and deviations, and initiate appropriate solutions.
  • Assess the quality and feasibility of (variable) maintenance proposals from contractors and verify executed work against contract requirements.

  • Presence at project, tunnel, and office locations is expected.
  • First point of contact for asset managers and the contractor regarding maintenance issues.
  • Work intensively with colleagues, partners, and contractors.
  • Quickly switch and maintain an overview for effective collaboration and smooth progress of maintenance activities.
  • Actively contribute to process improvements.
  • Results-driven, approachable, service-oriented, integer, entrepreneurial, and connecting.
  • Open and transparent communication, good command of the Dutch language, both written and spoken.
  • Flexible thinking, good at information analysis, enthusiastic and structured way of working.
  • Results- and goal-oriented, monitoring progress and setting priorities.
  • Act innovatively, plan well, organize, and have work under control.
  • Good collaboration skills and persuasive power.
  • Safety-conscious and proactive.

What they ask

  • Minimum of 3 years of demonstrable knowledge and work experience with the maintenance of electrical installations and control and operating installations.
  • At least a completed HBO (higher professional education) degree in industrial automation, electrical engineering, or similar.
  • In possession of a VCA certificate 'Safety for Operational Supervisors VCU' (VOL-VCA).
  • Demonstrable experience in coordinating technical work or fulfilling an advisory technical role within a project or maintenance environment.
  • Proficiency in the Dutch language.

Preferences.

  • Experience in coordinating technical work or fulfilling an advisory technical role within a project or maintenance environment (preferably within a government organization).
  • Demonstrable knowledge and experience with national tunnel standards.
  • Demonstrable experience in drafting performance/maintenance contracts.
  • The candidate can reach a specific tunnel within approximately 45 minutes travel time.
