Tactical Procurement Advisor Supplies and Services

The client is a government organization with various activities, including area development and infrastructure maintenance.
- Many activities are put out to tender.
- The procurement team executes the tendering process for works, supplies, and services.
- Socially Responsible Commissioning and Procurement (MVOI) holds an important place within the procurement strategy and tenders.
- A maximum of two external tactical procurement advisors are sought to strengthen the procurement team.
What you will do.
- Determine the procurement strategy for concrete tenders in collaboration with the project team for supplies and services, with attention to MVOI.
- Advise on, guide, and execute multiple private and complex European tenders for supplies and services.
- Execute (European) tendering procedures via a digital tendering platform.
- Direct large, sometimes long-term tendering processes and monitor progress and quality.
- Write or edit tendering documents, including requests for proposals.
- Conduct consultations and take measures in case of bottlenecks, problems, or disputes.
- Make transparent the commercial, legal, administrative, health and safety technical, and sustainability aspects of assignments, products, and market parties, and test these against the applicable procurement policy of the organization and/or the Public Procurement Act 2012.
- Coordinate tendering strategies with users and project leaders (timing, planning, contract form, tendering form, MVOI, selection and award criteria).
- Conduct market and supplier research and analyze the results for partner selection.
- Prepare tendering documents such as requests for proposals, select and evaluate market parties based on suitability requirements, the tendering documents, and the award recommendation.
- Ensure the realization and negotiation result of procurement contracts, taking into account the application and compliance with laws and regulations.
- Record agreements on product, service, specifications, prices, and conditions between the organization and the contracted party(ies) in a contract.
- Act as the first point of contact for the market, strategic procurement advisor, and project leader within the procurement team.
- Evaluate European tenders with the procurement/project team.
- Coordinate with fellow procurement advisors from other government bodies when executing joint tenders.
- Participate in internal and external (tactical) procurement meetings.
- Analyze customer needs and market supply and advise on translating these into transparent tendering documents.
- Advise on the formulation of questions, MVOI, selection and award criteria, and (performance) formulation in tendering documents.
- Analyze risks and advise on possibilities to mitigate these risks.
- Advise, solicited and unsolicited, the strategic procurement advisor and internal partners on problem analysis, conceptualization of needs, and solution directions regarding acquisitions and/or contracting.
What they ask
- Minimum of 4 years demonstrable work experience as a tactical procurement advisor as described in this assignment, for contracting authorities with European tendering processes for supplies & services in accordance with the Public Procurement Act 2012.
- Completed HBO (higher professional education) degree.
- No work performed in the past 5 years for market parties that may bid or have an interest in tenders for which the candidate is deployed (prevention of conflicts of interest).
- Excellent command of the Dutch language (all data exchange, activities, and correspondence).
- Certificate of Conduct (VOGnp) with standard general screening profile (numbers 11, 12, 41 and 53).
- Successfully complete a training designated by the client within one month of starting work.

Practical
- The candidate keeps track of the status of tenders and provides relevant information to the coordinator for an overview in the assignment portfolio.
- Monthly timesheet to be submitted to the coordinator for approval, complete per hour with dates and tenders worked on.
- Vacation and leave to be coordinated in advance. Limited leave possibilities during the annual Christmas and summer holiday periods.
- Prevention of improper activities; no related activities without the coordinator's permission.
- Bi-monthly contact with the coordinator of the procurement team regarding deployment.
