Contract Manager Migration & Reception

The reception facility of a government organization provides shelter to both displaced persons and asylum seekers. The location is unique due to its combined reception model, its own municipal management, and its approach to integrating residents from day one through an intensive program. The facility is currently being renovated and expanded, which will significantly increase the number of residents.

Collaboration with suppliers is crucial and directly impacts the living conditions of residents, the organization's service delivery, and the trust of local residents. The contracts cover various areas, such as facility management, real estate, and care. Collaboration with other contract managers is regularly required, for example in domains such as IT and student transport. The contracts are dynamic and are influenced by new regulations and societal developments.

What you will do.

  • Responsible for stable and reliable contract management for the Migration & Reception team and the municipal reception facility.
  • Ensure that every stakeholder knows their role and that there is control over the various contracts.
  • Update the overview of current contracts and agreements specifically for the Migration & Reception team.
  • Record these contracts in ISPnext to provide current and reliable management information.
  • Advise the contract owner on the needs and preconditions within these contracts (e.g., in the areas of service, safety, logistics).
  • Perform contract management on current, new, and future contracts.
  • Focus, at the start of the assignment, on entering into, extending, or terminating contracts for inventory (most urgent), catering, coffee, and cleaning.
  • Inventory and analyze all contracts and agreements.
  • Record and structure contract information in ISPnext.
  • Coordinate strategic choices, priorities, and improvements with the contract owner.
  • Initiate and guide improvement and change processes, including in crisis situations or with changing regulations.
  • Maintain relationships with suppliers and internal stakeholders.
  • Translate contract goals into concrete agreements and frameworks on the work floor.
  • Proactively identify and manage risks (financial, legal, political, and operational).
  • Take the lead or provide input for new tenders and/or contract extensions.
  • Draw up working agreements and a handover document.
  • Shape strategic discussions with the contract owner and take the lead in translating the defined course into implementation.
  • Coordinate and shape collaboration on the work floor with realization and verification managers (RVMs).
  • Act as the connecting link with operational teams and other internal stakeholders.

What they ask

  • Demonstrable completed education at a minimum of HBO bachelor level.
  • Minimum of 3 years of demonstrable work experience with contract management in a political-administrative environment.
  • Agreement with the stated secondment condition.

Preferences.

  • Demonstrable completed CATS CM Practitioner training.
  • Demonstrable work experience with a municipal organization.
  • Demonstrable work experience with ISPnext or comparable systems.
