An experienced Product Owner is sought for a domain within a government organization, who will play a key role in the extensive revision of the registers. This revision impacts processes, systems, data quality, and service delivery, and is necessary to comply with amended laws and regulations and future requirements for the register. The environment is highly complex, with various dependencies and strict legal timelines.
This temporary assignment aims to accelerate and successfully realize the register revision within the established legal frameworks and timelines.
What you do
- Ultimately responsible for creating maximum business value and achieving concrete results within agreed deadlines.
- Work closely with stakeholders from business, legislation, architecture, implementation, and IT.
- Ensure clear prioritization of activities and manage a multidisciplinary DevOps team based on value, risks, and results.
- Focus on accelerating and successfully realizing the register revision within the established legal frameworks and timelines.
- Function as Product Owner of a multidisciplinary DevOps team.
- Translate laws and regulations, policy changes, and stakeholder needs into concrete product goals, features, and user stories.
- Establish, manage, and prioritize the product backlog based on business value, risks, and legal deadlines.
- Drive results, progress, and value creation within the team.
- Actively manage dependencies between teams, chain partners, and stakeholders.
- Timely identify, escalate, and mitigate risks that impact legal delivery obligations.
- Collaborate with other Product Owners to realize the integrated roadmap of the domain.
- Facilitate decision-making and make sharp priority choices in a high-urgency environment.
- Monitor the realization of milestones and critical deadlines within the program for the revision of the registers.
What they ask
- Minimum of a completed HBO education and WO work and thinking level.
- Completed education in the field of Business & ICT.
- Demonstrable knowledge of government processes.
- Demonstrable knowledge of Scrum/Agile.
- Current (in the past 7 years) and at least 5 years of demonstrable experience in a customer-oriented and/or commercial environment within complex IT and change environments.
- Current (in the past 5 years) and demonstrable experience working in/managing multidisciplinary Dev-Ops teams.
- Current (in the past 5 years) and demonstrable experience working in or leading teams that, based on insight into customer needs, initiate measurable improvements in customer experience, service delivery, and product offering.
- Current (in the past 5 years) and demonstrable experience translating complex business issues, laws and regulations, or policy frameworks into concrete product development.
- Communicate in Dutch.
Preferences.
- Demonstrable experience working at similar government organizations.
- Demonstrable experience implementing agile working in multidisciplinary teams.
- Demonstrable experience and proven results in measurably improving customer journeys.
- In possession of PSPO I & II certification.
