Procurement Projects Advisor

You will play a key role in professionally, lawfully, and efficiently organizing procurement and tendering processes within the physical domain of a government organization. The procurement advisor supports and advises project teams, program managers, and specialists in selecting and implementing appropriate procurement strategies and guides tendering procedures from start to contract formation.

You will work on large and complex spatial assignments, including urban redevelopment projects, real estate projects, and projects focused on energy and heat transition. The assignment concerns a structural position within the organization where the candidate will be part of the Procurement cluster, support internal stakeholders, and there is an explicit intention to employ the candidate after one year of secondment. You will be part of the Procurement cluster, consisting of 8 colleagues.

What you do

  • Advise and guide procurement and tendering processes within the physical domain (Civil Engineering, real estate, public space, sustainability).
  • Develop and advise on procurement strategies suitable for project goals and organizational policy.
  • Guide (multiple private, national, and European) tenders and conclude contracts with market parties.
  • Ensure legality, efficiency, and strategic added value within all procurement processes.
  • Connect procurement, contract management, and project teams and ensure clear roles and responsibilities within the various project groups.
  • Provide input for improving processes, procedures, and systems within the projects.
  • Act as a sparring partner for project leaders in the field of procurement.
  • Guide internal clients with procurement questions and tendering processes.

Profile

You support and advise project teams, program managers, and specialists in selecting and implementing appropriate procurement strategies and guide tendering procedures from start to contract formation. You are a fixed point of contact for internal stakeholders.

What they ask

  • Demonstrably completed education at a minimum of HBO bachelor level.
  • Minimum of 2 years demonstrable work experience in the past 6 years as a procurement advisor at a government institution.
  • Candidate agrees to the stipulated secondment conditions.

Preferences.

  • Minimum of 2 years demonstrable work experience as a procurement advisor at a municipality.
