The objective of the assignment is to enable scaling up within a regional collaboration through the deployment of expertise and knowledge. The assignment is twofold: responsibility for a cluster team and advising on specific land strategy issues. Special attention is given to setting up and organizing the cluster team in line with the activities of realization teams and the available expertise at the participating municipalities.
What you will do. The Cluster Manager Expertise and Knowledge / Land Strategy Advisor demonstrably contributes to:
- Shorter project lead times
- Good cooperation between municipalities, market parties, and other stakeholders
- Removing bottlenecks in preparation and realization phases
- The development of an efficient and scalable working method within the regional collaboration
- A well-filled activity portfolio of the expertise and knowledge cluster
- Region-wide knowledge development and sharing
The contractor is responsible for bringing in expertise and knowledge in various area developments, construction, and infrastructure projects (cases) in different municipalities within the regional collaboration. The focus is on projects from the initiative phase through to realization, with acceleration and feasibility being central. The contractor will:
- Connect expertise and knowledge to specialized issues
- Ensure qualitative advice is provided directly and proactively
- Act as a point of contact per case for municipalities and project partners
- Analyze substantive bottlenecks in planning, decision-making
- Advise on process optimization, phasing, and realization strategies
- Connect involved parties (municipalities, housing corporations, developers, province, central government)
- Drive progress, decision-making, and concrete realization steps
- Actively contribute to increasing regional implementation capacity
Results and deliverables. The assignment will result in at least:
- A well-functioning Expertise and Knowledge Cluster
- Accelerated decision-making and progress in project cases
- Concretely realized activities
- Transparent progress reports per case
- Improved cooperation and coordination between regional partners
- Concrete proposals for generic process improvement and scaling up

You will work from the core team and coordinate closely with realization teams, program and subsidy management, involved municipalities, regional partners, and authorities.
