Project Manager Water Extraction
A drinking water organization is collaborating with regional partners to sustainably expand drinking water production. Due to growing demand, an expansion of production capacity is necessary, including the expansion of existing water extraction sites and the development of new facilities. For specific projects, an experienced project manager is sought to advance these projects towards a decision-ready and awarded initiative.
The contractor is independently responsible for the coordination and realization of project results within the established frameworks.
What you will do.
- Conduct an up-to-date analysis of project status, issues, risks, and dependencies.
- Develop an up-to-date plan with key milestones and decision points.
- Create a cohesive approach for area processes, LESA, appropriate assessment, and legal procedures.
- Manage environmental dynamics related to settlement damage and provide strategic advice on this.
- Coordinate collaboration with the province, water authorities, municipalities, and stakeholders.
- Prepare decision-making documents and a transferable project file.
- Monitor the coherence between content, environment, procedures, planning, and risks.
- Timely identify bottlenecks and propose solutions.
- Coordinate substantive contributions (hydrology, ecology, legal affairs).
- Prepare and guide coordination with various parties and internal decision-making.
- Monitor quality, scope, planning, and progress.
- Prepare documents and coordinate procurement processes.
Profile
- Minimum 10 years of experience in project management of complex, multidisciplinary projects.
- Extensive experience with area and permit processes and coordinating multidisciplinary project teams.
- Experience with at least 2 EIA procedures and demonstrable knowledge of appropriate assessments and main permits.
- Experience with at least 1 project where settlement damage was part of administrative and/or environmental processes.
- Knowledge of hydrology, ecology, and environmental management.
- Experience with administrative procedures and collaboration with governments, competent authorities, and regional partners.
- Ability to quickly gain an overview in complex dossiers, determine priorities, and achieve project results.
- Connecting ability, results-oriented, project and process-driven work.
- Strong communication skills and administrative sensitivity.
- Leadership based on collaboration and substantive direction.
- Ability to make integral choices and bring together different interests.
- Independence and ownership for achieving agreed project results.
Desires.
- Experience with groundwater extraction, drinking water projects, and relevant stakeholders in the Overijssel region.
Practical aspects. The contractor performs the assignment independently, according to their own professional judgment and at their own risk. There is no daily supervision or fixed work schedule. The contractor independently organizes the work and determines when and how coordination with involved parties is necessary. Participation in meetings takes place insofar as it is necessary for achieving the agreed assignment results.
