Learning and Development Advisor

A public organization is looking for a Learning and Development Advisor. As a Learning & Development Advisor, you play a key role in translating strategic ambitions into concrete learning interventions, development programs, and a professional learning culture. You help managers and teams advance with practical solutions while maintaining consistency and core values: open, engaged, and driven. The client organization believes that learning is the engine of an agile, professional organization.

A Learning & Organizational Development team is being built within the HR department, pooling expertise in learning, development, talent, and organizational development. You will work in an environment where your work directly impacts society and the region.

What you do

  • Fixed point of contact for a domain and acting as a strategic advisor for management and directors in the field of learning & development.
  • Developing domain-specific L&D plans including budgeting, planning, execution, monitoring, and evaluation.
  • Analyzing learning needs and delivering sharp diagnoses and appropriate proposals.
  • Designing, developing, creating, implementing, and evaluating learning trajectories and interventions (online and offline), including managing external parties.
  • Procuring learning solutions and contributing to tendering processes.
  • Helping to establish a new Learning Management System (LMS) and ensuring that the offering is current, attractive, and usable.
  • Stimulating a learning culture and actively contributing to organization-wide projects and programs in the field of learning and development.

What they ask

  • Completed HBO education, for example in the field of educational science.
  • Minimum 5 years of demonstrable work experience in the field of Learning & Development.
  • Minimum 5 years of experience in advising on and developing learning interventions, learning paths, and development programs within a complex organization.
  • Demonstrable knowledge of (digital) learning solutions and experience working with a Learning Management System (LMS).
  • Strong analytical skills and organizational sensitivity to uncover the underlying need.
  • Ability to work systematically and project-based, as well as collaborate effectively and work independently.
  • A strong conversational partner with excellent communication skills (verbal and written) who can engage others in the vision on learning.

Preferences.

  • Experience with the tendering of a Learning Management System (LMS).
  • Willingness to play an advisory role in the LMS tendering process.
