Program Officer Migration

The program officer is part of an external policy team.

• Close collaboration with the program manager, internal policy advisors, project leaders, external research agencies, and involved stakeholders.
• Guiding, assessing, and coordinating feasibility studies for potential reception locations for refugees and displaced persons.
• Monitoring alignment with municipal policy, administrative principles, and local work processes.
• Contributing to careful decision-making.

What you will do.

• Guiding external agencies in conducting feasibility studies for potential reception locations.
• Serving as the substantive point of contact for studies.
• Monitoring quality, progress, and timely delivery of research results.
• Assessing research results against municipal policy, laws and regulations, and local frameworks.
• Identifying bottlenecks, risks, and points of attention.
• Advising on possible next steps and solutions.
• Drafting advice, memos, and notes for management and administration.
• Preparing decision-making on potential reception locations.
• Taking into account administrative and political interests and sensitivities.
• Coordinating with internal and external stakeholders.
• Promoting collaboration between different disciplines.
• Ensuring clear communication about the progress of studies.
• Coordinating studies on reception locations.
• Analyzing and evaluating research reports.
• Organizing and facilitating meetings.
• Drafting progress reports.
• Advising on the feasibility and implementability of reception initiatives.
• Translating policy frameworks into practical applicability.

What they ask

• Minimum 2 years of work experience at a government organization.
• Obligation to provide a Certificate of Conduct (VOG).
• Minimum 2 years of work experience in a similar role as a program officer.
• Experience with project-based work.
• Demonstrable work experience with feasibility studies and/or location investigations for reception locations within a municipal context.

Preferences.

• Completed HBO (higher professional education) degree, preferably in social legal services, public administration, social geography, law, or similar.
