A government organization is looking for an experienced specialist for a temporary quality and implementation assignment. This assignment focuses on the further development of the implementation of the Participation Act (Participatiewet) and the implementation of the Participation Act in Balance (Participatiewet in Balans).
The contractor analyzes the current implementation, identifies improvement opportunities, and delivers concrete proposals and instruments to sustainably guarantee the quality and legality of the implementation. In addition, steps will be taken towards more data-driven work, where the quality officer will play a role in this project to ensure that systems and processes are in order for this purpose.
What you will do.
- Perform a quality analysis on pre-agreed work processes, reports, and decisions, delivering a report with findings, risks, and concrete improvement proposals.
- Identify inaccuracies, risks, and improvement points in the implementation.
- Translate the outcomes of the quality analysis into concrete recommendations, guidelines, and improvement measures for implementation.
- Formulate concrete recommendations for improving the quality, legality, and uniformity of implementation.
- Contribute to the further development and safeguarding of high-quality work processes.
- Analyze a pre-defined selection of complex issues and case studies, and deliver legally and substantively substantiated advice.
- Translate laws and regulations into practical implementation.
- Deliver substantiated solution directions for identified legal and implementation issues, including consequences for policy, work processes, and execution.
- Contribute to careful, legally sound, and consistent decision-making.
- Develop and provide targeted knowledge sessions and knowledge transfer.
- Increase professional knowledge and strengthen the quality of reports and decisions.
- Discuss findings from quality controls and translate them into development points.
- Stimulate professional conduct, independence, and awareness of quality and legality.
- Deliver practical guidelines, assessment frameworks, and work instructions for the correct application of the Participation Act.
- Ensure that the source system (Suite) is set up for dashboards in the context of data-driven work.
Profile
The contractor performs the assignment independently and consults where necessary with team members and other relevant stakeholders within the social domain. This consultation aims to obtain the necessary information for the assignment, verify findings, and realize and transfer the agreed results.

- Demonstrably completed education at a minimum of HBO bachelor level.
- Minimum of 3 years of demonstrable work experience in the past 5 years as an independent quality officer or quality advisor.
Preferences.
- Minimum of 5 years of demonstrable work experience in the past 8 years as an independent quality officer or quality advisor.
- Demonstrable work experience with the implementation of the Participation Act in Balance.
- Demonstrably completed education and/or course focused on the Participation Act and/or quality officer within the social domain.
- A personal motivation addressing suitability for the assignment, approach, and motivation for this assignment.
