Within a government organization, regional traffic control centers and a national traffic center are connected to various portals, signal transmitters, and cameras. Traffic management is complex. Through an IT program, a new ICT platform is being developed to make traffic management more efficient, flexible, and cost-effective. The goal of the assignment is to achieve a demonstrably improved setup of this system, ensuring optimal support for work processes and workflows.

This specifically concerns the 'triggering functionality' within the system, with the intended result being the replacement of the current trigger functionality in another system.

What you do

  • Contribute to the analysis, design, and setup of workflows within the traffic management system.
  • Draft functional specifications for the interface through which current traffic data from a national road traffic data portal is made available for triggering functionality.
  • Independently inventory functional requirements, dependencies, and process-related consequences of the desired triggering functionality.
  • Translate requirements into a functional design and associated specifications for the traffic management system.
  • Develop, test, and document workflows and scenarios for the described functionality.
  • Perform impact analyses on processes, organization, and stakeholders, and provide concrete implementation recommendations.
  • Validate and prioritize user stories, including testable acceptance criteria.
  • Substantiate and weigh design options, and advise on preferred solutions and implementation preparation.
  • Transfer functional and technical knowledge and provide transferable documentation and safeguarding advice.

Deliverables.

  • Before September 30, 2026: workflows and scenarios elaborated, tested, and documented; functional and operational principles fully documented; complete impact analysis performed and documented.
  • Before December 31, 2026: all workflows and scenarios for the described functionality elaborated and successfully run at least once in a test environment; 100% of required user stories elaborated, prioritized, and provided with testable acceptance criteria.
  • By March 31, 2027: a design decision document delivered assessing at least two design options; a communication product available; a validated risk and impact analysis available.
  • By June 30, 2027: an agreed-upon document available describing all design decisions, working agreements, and procedures; necessary functional and technical knowledge transferred to the organization and documented; a substantiated safeguarding advice delivered.

Profile

There is a need for an independent professional who, based on their own expertise and responsibility, contributes to the analysis, design, and setup of workflows within the traffic management system.

  • Minimum of 3 years of knowledge and work experience in traffic management.
  • Education/work experience at HBO/WO (higher professional education/university) level.
  • Experience with:
  • Analyzing and optimizing workflows and systems.
  • Configuration and setup of comparable systems.

  • Documentation and knowledge transfer.

Preferences.

  • Relevant knowledge regarding software development in an agile methodology and deployment according to the waterfall principle within an industrial automation environment, and capable of applying this knowledge.
  • Experience with drafting user stories is a plus.
  • Strong in collaboration, planning, and organization.
  • Proficient in English, both verbally and in writing.
