Agile Coach

As an agile coach, you will work on various transition assignments within the Information Provision (IV) department of a government organization.

  • These transition assignments stem from the organization's IV strategy, which includes implementing value chains in the coming years.
  • Your primary focus will be on the setup and working method of the scaling agile transition, with a specific focus on the Service Delivery area.
  • You will work closely with the organization and its management, providing direction to the setup and transition with authority and expertise.
  • You will be both a strategic guide and a pragmatic mentor.
  • You will work for a value chain focused on public safety and service delivery.
  • Here, you will collaborate with multidisciplinary teams and management on IV solutions that directly contribute to better and smarter contact with citizens.
  • The organization is building a digital-first service concept, ranging from innovative service desks and self-service on a digital platform to video calling and uniform digital intake.
  • You will contribute to the realization of capabilities such as digital query guidance, channel and process management, knowledge management, and a 360° customer view.
  • This improves the quality of intake and follow-up, increases 'first-time-right', and reduces workload, so that citizens are helped faster, clearer, and with more confidence, both digitally and physically.

What you will do.

  • Guide the successful setup and launch of two brand-new Agile Release Trains (ARTs) within the Service Delivery area.
  • Coach a new Release Train Engineer (RTE) who is ambitious but lacks experience, shaping them into the pivot of the train.
  • Product leadership: Elevate product managers and product owners to a higher level, teaching them how to strategically manage the backlog, how they relate to the portfolio level, and how to effectively 'slice' backlog items from the portfolio through interactive workshops.
  • Predictability & culture: Anchor the Agile mindset in the teams, drive metrics that matter, work towards a predictable cadence (in terms of feature points per PI), and introduce and facilitate WSJF (Weighted Shortest Job First) at the feature level.
  • The goal is to enable the new roles to perform their tasks independently as quickly as possible by applying AAA (Act, Assist, Answer), and then to guide other ARTs.

  • You are an exceptional agile coach, excelling in organizations with complex structures and significant interests.
  • You are organizationally sensitive, have perseverance, but never lose sight of the result.
  • You have previous experience in a similar role as an agile coach or SAFe practice consultant within large IV organizations.
  • You know how to connect your knowledge and skills with the operational context of the organization, business operations, and other disciplines within the Information Provision department.
  • You oversee the whole, place issues in a broader context, and focus on the long-term objectives of the organization.
  • You are able to apply a multi-faceted approach and switch depending on the context and dynamics.
  • You are aware of the power dynamics and your own position, and know how to use your influence appropriately.
  • You possess execution power, enabling you to achieve effective results in a complex and dynamic environment.
  • You can convey complex subject matter clearly and understandably – verbally, in writing, and visually – tailored to the target audience and situation.
  • Stakeholder management is your second nature, and you possess a high degree of political-administrative sensitivity.
  • You are a mentor par excellence: you excel at transferring knowledge, dare to provide constructive feedback, and inspire people through natural authority and enthusiasm.

What they ask for.

  • HBO (bachelor) working and thinking level; preferably in business administration, change management, organizational studies, organizational psychology, or similar.
  • Understanding of the dynamics of software development, CI/CD pipelines, and architectural issues.
  • More than 5 years of demonstrable experience with large-scale Agile transformations (SAFe) within IV organizations, preferably in a complex political-administrative environment and multi-chain context.
  • Proven experience launching ARTs multiple times and successfully coaching and maturing roles such as RTE, PM, and PO.
  • Methodologically strong: methods and frameworks such as Kanban, Kaizen, WSJF, PI planning, feature-point-driven forecasting, and slicing techniques are your daily tools.
  • Excellent verbal and written communication skills, combined with the ability to make complex subject matter accessible to different target groups.
  • Excellent influencing skills and the ability to motivate people.
