Strategic Process Manager Heritage Policy

The contractor provides a combined effort in process management and substantive policy development.
- The assignment primarily concerns independently managing the entire development process of new heritage policy (2027–2040).
- Heritage – such as monuments, archaeology, archives, and intangible heritage – forms an important basis for a sustainable and inclusive future.
- For this extensive project, the client is looking for an experienced contractor who combines policy development with process management.
- The contractor operates independently and result-oriented on behalf of a team within the Spatial and Real Estate Development department of a government organization.
- This is a temporary, project-based assignment with a clear end result, and the activities are not part of the regular staffing.
What you do
- Independently manage the entire development process of new heritage policy (2027–2040).
- Coordinate multiple disciplines.
- Drive participation and prepare decision-making moments for the MT, staff, and college.
- Provide substantive contributions at both tactical and strategic levels and perform final editing.
- Organize and monitor planning, progress, partial results, and the final product.
- Promote and coordinate cooperation between involved heritage disciplines and relevant internal and external stakeholders.
- Manage the internal and external participation process, including a working group and dialogue with residents, partners, and heritage organizations.
- Establish short, medium, and long-term policy goals and translate them into implementation plans.
- Contribute to policy development around heritage challenges, changing frameworks, trends, and public outreach.
- Perform financial translation, feasibility assessment, and risk analysis.
- Make strategic connections with subsidy structures and spatial issues.

- A politically ready concept heritage policy 2027–2040 for the organization, including implementation framework, financial translation, feasibility assessment, risk analysis, and participation accountability.
- The product is substantively aligned with the involved heritage disciplines and relevant internal and external stakeholders, contains concrete policy goals and implementation actions, and can be submitted, including appendices, for administrative decision-making.
What they ask
- Minimum of a completed university (WO) education.
- Minimum of 5 years of experience with process management in an administrative environment, including:
- Drawing up and monitoring plans for complex projects.
- Coordinating multidisciplinary collaboration.
- Organizing participation processes.
- Preparing administrative decision-making.
- Minimum of 5 years of experience with policy development within a municipal context.
- The CV must contain at least one relevant reference from the past 5 years, demonstrating that the candidate has experience with activities comparable in nature and scope to the assignment. The reference must include at least: the name of the organization, the name and function of the contact person, contact details (phone number and/or email address).
- In-depth substantive knowledge of heritage.
Preferences.
- Preferably a completed university (WO) education in the direction of Heritage or Cultural Sciences.
- Demonstrable knowledge of the heritage domain, including monument care, archaeology, archives, and intangible heritage.
- Minimum of 5 years of experience with policy development, including within a government organization with 100,000+ inhabitants.
- The CV is preferably provided with two recent, relevant references (with contact details).

- Reporting: the contractor reports independently on progress, risks, and results to the client.
- Coordination takes place bi-weekly with the steering group.
- Collaboration and coordination with a Spatial Planning, Landscape, and Heritage team and the Archaeology and Archive disciplines.
- Stakeholders: residents, partners, heritage organizations.
- The contractor determines how and when the work is carried out, with necessary availability for consultation moments on Tuesdays and Thursdays.
