Offshore construction & pre commissioning superintendent

As an Offshore Construction & Pre-Commissioning Superintendent, you are responsible for the safe and successful execution of offshore construction activities and the preparation of Mechanical Completion, Systems Completion, Pre-Commissioning, and handover to Commissioning and Operations. You act as the primary point of contact for offshore execution and represent the client towards the current Operator during the construction and completions phase.

You ensure that all offshore work is carried out in accordance with HSE requirements, technical specifications, quality standards, and project objectives of both the Operator and the client. The role is at the intersection of Construction, Mechanical Completion, and Pre-Commissioning. You are responsible for the integration of these disciplines and actively contribute to a safe, technically sound, and operationally ready delivery of the offshore system.

You are part of the Offshore Team and functionally report to the Offshore Project Manager.

What you do

Achieving a safe, compliant, and operationally ready offshore CO₂ transport and injection system by:

  • Safely executing offshore construction activities.
  • Timely delivery within planning and budget.
  • Ensuring quality and technical integrity.
  • Successfully completing Mechanical Completion and Pre-Commissioning.

Responsibilities:

  • HSE Leadership: Actively promoting a strong Safety Leadership culture. Ensuring compliance with all HSE guidelines, laws and regulations, and project procedures. Conducting offshore inspections, audits, safety walks, and toolbox meetings. Identifying, escalating, and mitigating safety risks.
  • Offshore Construction Management: Managing the Client-reps on board who are present 24/7 on rotation. Supervising all offshore construction activities together with the Client-reps on board. Monitoring progress, quality, costs, and planning. Ensuring compliance with technical specifications, procedures, and work packages. Verifying that work complies with project and quality standards. Timely identifying and resolving deviations, technical issues, and execution risks.
  • Mechanical Completion & Pre-Commissioning: Supervising the offshore preparation and execution of Mechanical Completion activities. Monitoring Systems Completion processes, system boundaries, and turnover requirements. Verifying that systems are ready for Pre-Commissioning. Monitoring punch list management and timely resolution of outstanding actions. Supporting Commissioning Readiness Reviews. Collaborating closely with onshore Commissioning and the organization's QA/QC.
  • Contractor & Stakeholder Management: Monitoring offshore contractors and subcontractors in consultation with the Operator. Monitoring contractor performance, safety, and quality. Evaluating progress against contractual obligations. Facilitating effective collaboration between the organization, the Operator, contractors, project team, and operations. Serving as the first point of contact for offshore construction execution.
  • Handover & Operational Readiness: Facilitating handover to Commissioning and Operations. Coordinating close-out punch list items. Supporting preparation for commissioning and start-up.

Practical

  • Introduction to the ongoing offshore construction campaign onshore and offshore.
  • Review of work packages, contractor readiness, logistical plans, and execution methodologies.
  • Daily supervision of offshore construction and pre-commissioning activities.
  • Monitoring safety, progress, quality, and contractor performance.
  • Support for campaign preparations.
  • Finalizing punch list items and close-out activities.
  • Supporting Mechanical Completion and commissioning readiness.
  • Further scope dependent on project progress.

What they ask

  • Minimum HBO (higher professional education) working and thinking level in a relevant technical discipline.
  • Minimum 10–15+ years of experience in offshore projects in the Netherlands.
  • Demonstrable experience with offshore construction.
  • Experience in managing teams and contractors.
  • Demonstrable knowledge of project and contract management.
