A public educational institution is looking for a subject matter expert project leader for two European tendering projects: framework agreements for engineering services and for works. You will advise on the legal framework, strategy, and content, and ensure appropriate templates. You will collaborate with a lead buyer, purchaser, and contract manager to elaborate advice into concrete documents and to prepare, execute, and implement the tenders.
What you will do.
- Advise on and, where necessary, adjust the purchasing strategy.
- Advise on and support tactical and strategic considerations during tendering projects.
- Project leader and member of the tendering team.
- Act as a liaison from the tendering team to the Legal and Procurement departments regarding legal or public procurement law considerations.
- Initiate and largely draft internal notes (project documents, start notes, submission notes, tender board notes).
- Advise on, elaborate, and establish the legal framework within which assignments can be tendered, suitable for the relevant markets.
- Advise on legal and procurement-related frameworks, especially where they need to be elaborated and/or translated for the relevant tenders and the real estate organization.
- Elaborate the (template) tender documents, including (further) agreements, conditions, programs of requirements, frameworks for contract management, and specifications.
- Edit such template tender documents, insofar as the organization does not have them (sufficiently suitable) available for these tenders.
- Initiate and, together with the tendering team, conduct market consultations.
- Answer questions in the Notes of Information.
- Guide dialogues and/or conduct (contract) negotiations.
- Draft definitive contract documents.
- Start up and implement the agreements (member of the implementation team).
Profile
As a subject matter expert project leader, you are responsible for the tendering projects for engineering services and works. You advise on legal frameworks, strategy, and content, and ensure appropriate templates and tender documents. You work closely with the Head of Real Estate (also lead buyer), the Contract Manager, Procurement, Legal, and content experts from the Real Estate department.
What they ask
- Minimum of 5 years demonstrable relevant work experience within the public sector, preferably within Higher Education.
- Minimum of 5 projects independently executed in the field of tendering Framework Agreements for Engineering Services and Works in the role of project leader, subject matter expert, and/or legal professional.
- Minimum of university (WO) work and thinking level.
- Minimum of a university (WO) degree, preferably supplemented with a specialization in construction law, or an equivalent level of experience and education.
- Excellent command of both Dutch and English (oral and written), for English at least CEFR level B2.
