A public organization is looking for an experienced absence case manager. The organization works with a 'Self-Management' model for absence, where managers are their own case managers. A shift has been initiated towards a 'Co-Management' model, where the manager remains the first point of contact for the sick employee, but is supported from the start by an absence case manager. This involves end-to-end case management.
The organization is self-insured for the Sickness Benefits Act (Ziektewet) and the Work and Income according to Labour Capacity Act (WIA). This may mean that a WIA application needs to be made or a decision from the UWV checked for accuracy and subsequent steps. Additionally, guiding a colleague is part of the assignment.
The new end-to-end case manager is the fixed point of contact for managers and involved stakeholders throughout the entire absence period of up to 104 weeks. This ensures continuity, limits risks, and provides significantly better support for the manager. The case manager operates independently within a complex field of labor law, social security, absence regulations, and the interests of various stakeholders.
The role thus transcends a purely administrative or coordinating function and has a clear professional advisory and management role towards managers.
What you will do.
- Manage the entire absence process from the first day of sickness
- Advise and support managers on complex absence issues
- Monitor legal frameworks, deadlines, and dossier building (Wet verbetering poortwachter)
- Coordinate all involved parties, including company doctor, occupational health service, manager, employee, and external experts
- Identify risks towards WIA inflow and implement appropriate interventions
- Support the transition from "self-management" to "co-management"
- Provide substantive contribution to quality improvement of absence processes
- Analyze absence trends and identify improvement opportunities
- Guide a WIA application or check a UWV decision for accuracy and determine next steps
- Mentor a colleague

What they ask
- Minimum of a completed HBO diploma in CROV
- Minimum of 5 years of current (in the past 7 years) demonstrable experience as an Absence Case Manager
- Current (in the past 5 years) and demonstrable experience with absence, WVP, Sickness Benefits Act and WIA, GDPR and privacy legislation, complex absence files
- Current (in the past 5 years) and demonstrable experience with YouForce
- Current (in the past 5 years) and demonstrable experience with absence guidance within larger organizations and coaching and guidance for managers
- Current (in the past 5 years) and demonstrable experience with WVP, social security, labor law
Preferences.
- Demonstrable work experience within a government organization
- Demonstrable work experience with strategic advice and preventive interventions for sustainable employability
- Education oriented towards Register Care- and Casemanager (RCCM)
