This assignment concerns a comprehensive and specialized area development task of a temporary nature. For its further realization, a separate program organization is established, specifically designed for the realization and completion of an area development. A government organization requires temporary specialized expertise that complements the regular organization.
The required expertise includes integrated area development, public-private partnerships, land exploitation, development strategies, and the management of complex area development programs. The contractor is tasked with independently directing the realization of the agreed program results from an autonomous external position.
What you will do.
- An integrated development strategy for a sub-area, including implementation strategy, milestones, financial principles, risks, dependencies, and necessary decision-making moments.
- An approach for the remaining development activities within another sub-area, including identifying and resolving bottlenecks that may hinder the completion of the area.
- Directing the agreed results for the housing development and business park, within existing contractual, financial, and public law frameworks.
- Delivering proposals for the annual revision of land exploitations, including financial analyses, risks, scenarios, and decision points for administrative decision-making.
- Independently maintaining the necessary coordination for the assignment with development partners, initiators, and other external stakeholders, and monitoring agreed cooperation agreements.
- Delivering advice on how remaining work after the program assignment ends can be transferred or secured.
- An integrated progress report will be delivered twice a year, detailing achieved results, remaining milestones, financial developments, key risks, and proposed control measures.
Profile
As an external specialist/director, you will independently provide content-related direction for the realization of agreed program results within a defined area development assignment. You will work project-based and deliver concrete strategies, advice, and progress information without hierarchical or personnel responsibility for the client's employees. You operate outside the regular line structure and work independently within established content, financial, and administrative frameworks.
You determine the content approach, setup, and phasing of activities, necessary coordination, and prioritization within the agreed milestones. You exercise functional direction and have no personnel or hierarchical responsibilities for the client's employees. For realization, you can utilize available program expertise and seek coordination with involved internal employees and external experts; you remain responsible for the content-related direction from the program assignment.
What they ask
- Minimum 5 years of demonstrable work experience as a program manager within a government organization.
- Demonstrable work experience coordinating a team of project managers/program managers.
- Demonstrably completed education at a minimum of HBO bachelor level.
Preferences.
- Minimum 5 years of demonstrable work experience in negotiating and concluding contracts between public and private parties.
- Demonstrable work experience in the past 3 years as a spatial planning project manager coordinating complex administrative decision-making processes.
- Demonstrably completed education in spatial development/urban planning at WO master level.
- Demonstrable work experience as a program manager with spatial projects within a specific region.
- Minimum 10 years of demonstrable work experience as a project manager with land and real estate exploitations.
- Minimum 10 years of demonstrable work experience in the management and coordination of multifunctional area developments.
