HR Functional Administrator (AFAS)
An organization focused on programming and financing research and innovation in health, care, and welfare is looking for an HR functional administrator. This organization collaborates with partners to identify and agenda knowledge needs, aiming to promote good health for everyone. The main clients are government agencies.
What you do
As an HR functional administrator, you are, together with a colleague, responsible for the functional management and further development of an HR system. You are the system owner for all HRM modules and ensure optimal process setup, user support, and alignment with organizational developments. You identify improvement opportunities, advise on the best solutions, and implement changes independently. The role is dynamic and includes:
- Identifying improvement possibilities in HR processes and translating them into efficient and future-proof solutions within the system.
- Building, setting up, and optimizing workflows, standardizing and automating HR processes.
- Functionally managing the HRM module.
- Building and managing links with other systems.
- Preparing weekly and monthly management information and contributing to high data quality.
- Translating user requirements into functional solutions, testing, implementing, and documenting changes and new functionalities.
- Supporting and instructing users in optimally utilizing the system.
You will work closely with functional administration colleagues, interim experts, HR colleagues, IT colleagues, payroll administration, and project leaders within organization-wide projects.

- HBO (higher professional education) working and thinking level, preferably in information management, HRM, or business administration.
- Experience with functional management of an HR system.
- Experience with optimizing HR processes.
- Experience with preparing reports and analyses; knowledge of Excel and Power BI is a plus.
- Experience with preparing user documentation and providing instructions.

- Salary according to scale 10 CAO Rijk (salary level July 1, 2026) on a full-time basis.
- Secondary employment conditions in accordance with CAO Rijk, including an Individual Choice Budget (IKB) of 16.5% of the gross salary, IKB hours and vacation days per year (for full-time employment), pension, training and development opportunities, commuting allowance, and home office allowance.
