Societal resilience is a growing theme within municipalities. An organization will soon have a quick scan of societal resilience. For the follow-up phase, an experienced project leader is sought to translate the results of the quick scan into a concrete approach, set up the necessary project structure, and help the organization sustainably embed societal resilience.
The candidate will set up an integral societal resilience program, organize collaboration within the organization, and the first phase of implementation. The role includes a stimulating and driving function and acts as a substantive advisor to management, the mayor, and involved stakeholders. In addition, contributions are expected on other current security issues within the Public Order and Safety (OOV) domain, including the preparation and execution of the New Year's Eve celebrations.
What you will do.
- Implement OOV-related tasks in the field of societal resilience
- Analyze the results of the societal resilience quick scan and translate them into concrete actions and priorities
- Draft an integral project plan and implementation agenda for societal resilience
- Establish an appropriate project structure and governance
- Bring together involved internal disciplines and set up a project group
- Organize and secure ownership and responsibilities within the organization
- Organize collaboration with internal and external partners
- Advise management, executive board, and the mayor on developments, risks
- Prepare administrative notes, proposals, and budget proposals
- Make opportunities, risks, and dependencies transparent and report on them
- Act as integral lead for the preparation, execution, and evaluation of the New Year's Eve celebrations
- Further elaborate and execute the New Year's Eve project plan
- Update and maintain operational plans, scenarios, and coordination structures
- Prepare administrative decision-making regarding New Year's Eve
- Advise the mayor and other stakeholders on security risks, public order, and necessary measures
- Ensure good operational preparation for New Year's Eve
- Draft the evaluation of New Year's Eve and ensure follow-up of improvement points
- Advise on current security issues within the organization
- Address issues related to demonstrations, social unrest, and public order
- Support issues in the field of event safety
- Support security issues within the hospitality domain
- Contribute to crisis management and crisis preparedness
- Handle other OOV projects and security issues where necessary
What they ask
- Demonstrably completed HBO (higher professional education) degree
- Minimum of 3 years demonstrable work experience within a municipal organization in the field of Public Order and Safety
- Minimum of 3 years demonstrable work experience as an OOV Advisor, OOV Project Leader, or similar function within a municipal organization
- Demonstrable work experience with administrative advising to the mayor, management, and/or executive board
- Demonstrable work experience with municipal security issues
- Demonstrable work experience with crisis management, crisis preparedness, or public order issues
Preferences:
- Demonstrable work experience as an OOV Advisor within a municipal organization with municipal OOV advising and independently handling security issues
- Demonstrable work experience with developing, implementing, and securing programs or projects focused on societal resilience and crisis preparedness
- Demonstrable work experience with the preparation, coordination, execution, and evaluation of complex security operations within a municipal context
- Demonstrable work experience with advising the mayor, college, management, or executive board and preparing administrative decision-making
