Within a public educational institution, you are the specialist in absence and reintegration. You manage complex cases, advise managers and HR colleagues, and ensure that processes run carefully within the framework of the Gatekeeper Improvement Act (Wet verbetering poortwachter). You contribute to sustainable employability, careful employee guidance, and a consistent application of the absence policy.
The HR organization operates from one central HR organization with three teams: HR Advice, HR Policy & Expertise, and HR Services. You will be part of the HR Advice team.
What You Will Do.
- Support managers and HR colleagues with complex absence and reintegration issues.
- Work closely with HR advisors, company doctors, occupational health experts, lawyers, and external parties.
- Act as the connecting link between policy and practice and play an important role in the implementation of the absence policy.
- Ensure careful application of laws and regulations and provide expert advice and clear support to managers.
- Independently manage the process for complex, long-term absence and reintegration trajectories.
- Be the discussion partner for all actors in the absence process.
- Apply the Gatekeeper Improvement Act and legal frameworks in reintegration situations.
- Take professional lead in complex and long-term absence and reintegration issues.
- Advise and coach managers, both solicited and unsolicited, on laws and regulations, interventions, reintegration, absence, prevention, and procedures within absence management.
- Translate technical jargon into understandable actions and structured work processes.
- Promote the policy.
Advice, Coaching & Jargon Translation.
- Provide solicited and unsolicited advice and coaching to managers on laws and regulations, interventions, reintegration, and procedures.
- Translate complex legal rules and medical/occupational health jargon into clear, manageable actions for the workplace.
- Serve as a fixed point of contact, sparring partner, and content expert for HR advisors.
Management of Complex Cases & WvP Support.
- Manage complex and long-term absence and reintegration cases in close collaboration with managers, HR, the occupational health service, and potentially lawyers.
- Actively support and prepare necessary documents in accordance with the Gatekeeper Improvement Act (e.g., Plan of Approach, First-Year Evaluation) to prevent wage sanctions.
- Maintain a strictly impartial and neutral position, focused on sustainable employability.
Monitoring, Reporting & Policy Development.
- Monitor the implementation, quality, and consistent application of the absence policy in practice.
- Identify current trends and new legislation and translate these into active, easily readable advice for the organization.
- Provide specialized input for HR reports, dashboards, and management documents.
- Participate as a reviewer and co-developer in projects within the HR Policy & Expertise team to feed practical experiences back into policy.
Interventions & Provider Network.
- Purposefully deploy targeted interventions (occupational health assessment, mediation, etc.).
- Maintain, evaluate, and optimize the provider network (occupational health service, company doctors, and coaches).
Profile
- Bachelor's degree, plus Post-bachelor education in registered case management for absence/absence specialist.
- Minimum 3 to 5 years of work experience with complex absence and reintegration cases, preferably within a larger (educational) organization or professional occupational health service.
- Knowledge of absence legislation, WIA, Privacy Act, and Gatekeeper Improvement Act.
- Empathetic, stress-resistant, and able to combine the human aspect with business and legal frameworks.
- Accurate and alert to the quality and legal deadlines of WvP documents.
- Strong advisory skills: firm and persuasive, both when asked and unasked.
