Contract Manager for Spatial Economic Projects

• Responsible for managing contracts within complex spatial and real estate projects and important framework agreements.
• Involved from determining procurement needs to contract execution.
• Contribute to procurement and tendering strategies, contract preparation, tenders, and contract control.
• Ensure contractual agreements are met and monitor quality, performance, and risks throughout the contract term.
• Drive compliance with contractual agreements and monitor the quality and performance of suppliers.
• Support colleagues in utilizing contracts not managed by a dedicated contract manager, regarding both costs and performance.
• Work on contracts that contribute to sustainable, healthy, and safe urban development and the realization of a livable and active city.
• Help translate ambitions into concrete agreements, performances, and results within contracts, and contribute to monitoring and making visible the societal impact achieved (sustainability, circularity, climate, energy, social return).

Key tasks.

• Monitor compliance and utilization of contractual agreements, ensuring optimal delivery and timely adjustments when necessary.
• Support in identifying project procurement needs and in drafting a procurement strategy and tender dossier for these projects.
• Develop and implement a contract management plan.
• Organize and execute the handover and transfer process up to management.
• Make a (pro-)active contribution to the frameworks, processes, and instruments of procurement and contract management and their further professionalization.

Collaboration.

• Part of a Procurement & Contract Management team within an Advice & Support department, focused on cross-sectoral and cross-departmental issues.
• Share knowledge and experience with fellow contract managers.
• Support (strategic) procurement advisors in tender processes.
• Advise the lead buyer on developments in your product group.
• An important collaboration partner for contract owners and other colleagues involved in contract execution.

• HBO and/or WO diploma (with corresponding work and thinking level).
• Minimum of 3 years of relevant work experience as a contract manager or similar.
• A plus: experience with a public institution.
• A plus: familiar with contracts in infrastructure/construction.
• Experience in drafting contract documents and contract management plans.
• Experience with tendering processes, contract control, assessing additional and less work, and negotiation processes with contractors.
• Strong communication and advisory skills, customer-oriented.
• Works accurately, has an eye for quality, and takes initiative to optimize processes.
• Effortlessly switches between the role of enforcer and connector.
• Analytical ability to oversee various interests, make balanced choices, and engage others in these decisions.
