Communication
The assignment comprises two interconnected tasks within the data-driven work of the Communication department of a government organization:
- Online measurement: measuring and interpreting online behavior, and translating this into insights and advice to increase the impact of content and communication.
- AI flywheel (phase 1): getting data in order and building the first working AI prototypes, as validation of the concept (proof of concept), and additionally, researching an organization-wide rollout.
The contractor continuously switches between what is currently possible with existing resources and building the future vision. The AI lead guides the project, including project coordination. Knowledge and working methods are transferred so that it can be continued independently.
What you will do. Online measurement.
- Develop the online strategy for data-driven work and convert it into a concrete implementation plan.
- Convert data into usable insights and advice for optimizing content and communication.
- Set up and manage the necessary dashboards.
- Share knowledge about determining aspects of privacy (GDPR), online analysis methods, and tooling via documentation and workshops.
- Report and present regularly using visuals.
AI flywheel (phase 1).
- Realize the data infrastructure and the construction of the first working AI prototypes.
- Set up automated data processing so that data becomes reliably and repeatably available.
- Build a searchable knowledge base so that the prototypes provide substantiated and source-reliable answers.
- Develop reusable, task-oriented AI functionalities within the applicable privacy and GDPR frameworks and the principles for responsible AI deployment.
- Set up monitoring and evaluation of the prototypes for quality, costs, and usage.
- Research the impact of the AI flywheel on the organization to prepare for an organization-wide implementation program.
- Research the requirements from Quality Assurance to take the AI flywheel into production after a successful pilot (e.g., quality assurance and testing, management, security and privacy, and acceptance criteria).

- Minimum of a university (WO) level of work and thinking.
- Minimum of 5 years of demonstrable experience in a similar role as AI Lead / Digital analytics lead.
- Demonstrable experience with systems such as Piwik, SiteImprove, and other analysis tools.
- Ability to create overviews with MS Power BI.
- Minimum of 5 years of demonstrable experience with stakeholder management.
- Proficient in concepts such as working with data, digital architecture, and project management.
- Not employed by the relevant government organization in the past 2 years.
- 1 reference.
Preferences.
- Demonstrable experience with the implementation of AI solutions.
- Demonstrable knowledge of privacy-related risks and solutions regarding AI.
